HOUSE RESOLUTION NO. 45
BY REPRESENTATIVE JEFFERSON
A RESOLUTION
To express the condolences of the House of Representatives upon the death, on June 11,
2020, of Kelly Stacks Carpenter.
WHEREAS, Kelly was born on April 28, 1963, in Homer, Louisiana, to B.L. and
Sarah Walker Stacks; and
WHEREAS, Kelly devoted thirty-three years of service to the David Wade
Correctional Center and retired in 2017; since her retirement, she committed herself to
taking care of her family, planning holiday events, and spoiling her grandchildren; and
WHEREAS, Kelly is survived by her loving husband of eighteen years, Douglas
Carpenter; her daughter, Nancy Blanchard; her sister, Sarah Harmon, and her husband
Jimmy; her grandchildren, Raegan Blanchard and Beaux Blanchard; and a host of nieces and
nephews; and
WHEREAS, Kelly was a truly loving wife, mother, sister, aunt, grandmother, and
friend; she will be deeply missed.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby express heartfelt condolences upon the death of Kelly
Stacks Carpenter; does hereby offer appreciation for her many years of service to the David
Wade Correctional Center; and does hereby extend sincere hopes and wishes that her family
find comfort during this difficult time.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
family of Kelly Stacks Carpenter.
