HOUSE STUDY REQUEST NO. 1
BY REPRESENTATIVE SCHAMERHORN
PUBLIC BUILDINGS/GROUNDS:  Requires a study of the feasibility and practicality of
using the Department of Insurance building location to provide for legislative
apartments and offices
1	A STUDY REQUEST
2To the House Committee on  House and Governmental Affairs to study the feasibility and
3 practicality of using the site of the former Department of Insurance building,
4 including its existing parking structure, to provide for legislative apartments and
5 offices and to report its findings to the House of Representatives prior to the
6 convening of the 2021 Regular Session of the Legislature of Louisiana.
7 WHEREAS, the former site of the state Department of Insurance building, including
8the existing parking structure, has been deemed as nonessential to the efficient operations
9of the department and has been transferred to the division of administration in accordance
10with R.S. 41:140(A); and
11 WHEREAS, the division of administration, through the commissioner of
12administration, is charged with recommending the best use or disposition of the property
13pursuant to R.S. 41:140(B); and
14 WHEREAS, the division of administration has previously recommended the sale of
15the site of the former insurance building, including existing parking structure, pursuant to
16R.S. 41:131, et seq.; and
17 WHEREAS, R.S. 49:150.1(E)(1), which provides for allocation of space in the state
18capitol complex, states that in addition to the allocation of specific floors in the capitol, all
19other areas of the state capitol, the pentagon courts buildings, and Old Arsenal Museum not

1otherwise allocated shall be for the sole use of the legislature, its agencies and officers, and
2the employees of the legislature and its agencies; and
3 WHEREAS, many members of the legislature have determined that there is a need
4for a site adjacent to the capitol as lodging and office space for legislators; and
5 WHEREAS, the pentagon courts buildings are currently used as lodging for many
6members of the legislature, but the space available for apartments and offices is limited.
7 THEREFORE, the House of Representatives of the Legislature of Louisiana requests
8the House Committee on  House and Governmental Affairs  to study the feasibility and
9practicality of using the site of the former Department of Insurance building, including its
10existing parking structure, to provide for legislative apartments and offices, and to report its
11findings to the House of Representatives prior to the convening of the 2021 Regular Session
12of the Legislature of Louisiana.
