SENATE CONCURRENT RESOL UTION NO. 18
BY SENATOR PRICE 
JOINT RULES.  Provides for the establishment of a special advisory committee for the
purposes of reapportionment.
1	A CONCURRENT RESOL UTION
2 To adopt Joint Rule No. 11 of the Joint Rules of Order of the Senate and House of
3 Representatives, relative to the establishment of a special advisory committee to
4 study and make recommendations regarding reapportionment; to provide for the
5 membership, powers, and duties of the special advisory committee.
6 BE IT RESOLVED that the Legislature of Louisiana adopts Joint Rule No. 11 of the
7 Joint Rules of the Senate and House of Representatives to read as follows:
8 Joint Rule No. 11 Special Advisory Committee for Reapportionment;
9 membership; powers, functions, and duties
10	A. A special advisory committee to be called the Special Advisory
11 Committee for Reapportionment is hereby established. The committee shall
12 study and make recommendations to the legislature and the public as to the
13 following:
14	(1) Past redistricting proceedings including, at minimum, those from the
15 two most recent redistricting cycles.
16	(2) Best redistricting practices established in other states.
17	(3) Redistricting tools and resources that have become available since the

1 most recently completed redistricting cycle, including digital map-drawing
2 tools, redistricting algorithms, and other technological resources.
3	(4) Proposed redistricting plans.
4	B. The special advisory committee shall be composed of the following
5 eighteen members:
6	(1) A nonvoting chairman appointed by the chairwoman of the
7 Committee on Senate and Governmental Affairs and the chairman of the
8 Committee on House and Governmental Affairs, acting jointly.
9	(2) Three persons appointed by the president of the Senate, who shall
10 reflect the demographic diversity of the state of Louisiana, specifically in
11 gender, race, ethnicity, and political party affiliation, but who shall not be
12 legislators.
13	(3) Three persons appointed by the speaker of the House of
14 Representatives, who shall reflect the demographic diversity of the state of
15 Louisiana, specifically in gender, race, ethnicity, and political party affiliation,
16 but who shall not be legislators.
17	(4) Three persons appointed by the governor, who shall reflect the
18 demographic diversity of the state of Louisiana, specifically in gender, race,
19 ethnicity, and political party affiliation, but who shall not be legislators.
20	(5) One person submitted by the chief justice of the supreme court.
21	(6) One person submitted by the secretary of state.
22	(7) One person submitted by the chair of the Democratic Party of
23 Louisiana.
24	(8) One person submitted by the chair of the Republican Party of
25 Louisiana.
26	(9) One person submitted by the chair of the Independent Party of
27 Louisiana.
28	(10) One person appointed by the president of the Senate and the
29 speaker of the House of Representatives, acting jointly, who is either an

1 academic or legal professional or a demographer with relevant knowledge of or
2 experience with the redistricting process in Louisiana.
3	(11) Two persons selected by the special advisory committee as
4 representatives from nonprofit civic organizations, who shall reflect the
5 demographic diversity of the state of Louisiana, specifically in gender, race,
6 ethnicity, and political party affiliation.
7	C. Any vacancy on the special advisory committee shall be filled in the
8 manner of initial selection as soon as possible.
9	D. (1) No later than July first of each year ending in zero, the president
10 of the Senate and the speaker of the House of Representatives shall send written
11 notice of their intent to constitute the special advisory committee to all members
12 of the legislature. They shall also send such written notice to the governor, the
13 chief justice of the supreme court, the secretary of state, and the chairs of the
14 Democratic, Republican, and Independent parties of Louisiana with a request
15 that selections to the special advisory committee made pursuant to this Rule be
16 submitted not later than July thirty-first of that year.
17	(2) The president of the Senate and the speaker of the House of
18 Representatives may refuse to accept names submitted after the deadline or that
19 otherwise do not comply with this Rule.
20	E. The special advisory committee shall hold its organizational meeting
21 no later than August fifteenth of each year ending in zero to establish a meeting
22 schedule to enable the committee to perform its functions and duties in the
23 manner required by this Rule and to conduct any other business deemed
24 necessary.
25	F. The special advisory committee shall report its findings and
26 recommendations to the legislature no later than March first of each year
27 ending in one. The special advisory committee may make additional
28 recommendations to the legislature until December thirty-first of that year.
29	G. The special advisory committee shall dissolve no later than December

1 thirty-first of each year ending in one.
2	H. The president of the Senate and the speaker of the House of
3 Representatives shall designate appropriate staff to provide assistance to the
4 special advisory committee in carrying out its duties.
5	I. The special advisory committee shall have the power and authority of
6 a standing committee of either legislative body to hold hearings, require the
7 production of books and records, and do all other things necessary to discharge
8 its duties.
9	J. The special advisory committee may call upon the staffs of any
10 department, agency, or official of the state for data and assistance, and all such
11 departments, agencies, and officials shall cooperate with the special advisory
12 committee. The special advisory committee may request and utilize the
13 assistance of any and all private sources.
14	K. The members of the special advisory committee shall serve without
15 compensation from the legislature.
