ENROLLED ACT No. 19 2020 Second Extraordinary Session HOUSE BILL NO. 48 BY REPRESENTATIVES DUPLESSIS, BRASS, BRYANT, CARPENTER, GARY CARTER, CORMIER, COX, FREEMAN, GAINES, GREEN, JAMES, JEFFERSON, JENKINS, JONES, JORDAN, LANDRY, LARVADAIN, LYONS, DUSTIN MILLER, MOORE, NEWELL, PHELPS, SELDERS, AND WILLARD 1 AN ACT 2 To amend and reenact R.S. 17:3351(J), relative to identification cards issued by 3 postsecondary education institutions; to require certain postsecondary education 4 governing authorities to ensure that student identification cards issued by institutions 5 under their jurisdiction contain elements required for voter identification; and to 6 provide for related matters. 7 Be it enacted by the Legislature of Louisiana: 8 Section 1. R.S. 17:3351(J) is hereby amended and reenacted to read as follows: 9 ยง3351. General powers, duties, and functions of postsecondary education 10 management boards 11 * * * 12 J. Each public postsecondary education management board except for the 13 Board of Supervisors of Community and Technical Colleges and the governing 14 authority of each institution that is a member of the Louisiana Association of 15 Independent Colleges and Universities shall ensure that a student identification card 16 issued by a public postsecondary education institution under its jurisdiction contains 17 each required element for a generally recognized picture identification card specified 18 in R.S. 18:562(A)(2) and an expiration date. The expiration date shall be four years 19 subsequent to the date of issuance of the student identification card or the anticipated 20 graduation date of the student 18:562(A)(2)(a)(i) and 1309(D)(1)(a)(i). HB NO. 48 ENROLLED 1 program completion or on the date six years subsequent to the date the card is issued, 2 whichever date occurs first. 3 * * * 4 Section 2. The provisions of this Act shall be implemented in the issuance of new 5 cards after the effective date of this Act; no institution shall be required to reissue otherwise 6 valid identification cards solely for the purposes of compliance with this Act. 7 Section 3. The provisions of this Act shall become effective on January 1, 2023.
