ENROLLED 2020 Second Extraordinary Session HOUSE RESOLUTION NO. 25 BY REPRESENTATIVE WHEAT A RESOLUTION To express the condolences of the House of Representatives upon the death of Marlon Kearney Foster, former chief of detectives for the Livingston Parish Sheriff's Office. WHEREAS, Marlon Kearney Foster began his career with the Livingston Parish Sheriff's Office (LPSO) Uniform Patrol Division in 1974 and retired as the chief of detectives in 2007; he was called back into service by the Tangipahoa Parish Sheriff's Office, Detectives Division, where he served for two years until his final retirement in 2015; and WHEREAS, Mr. Foster was recognized by the Denham Springs Kiwanis Club as peace officer of the year in 1977, and former sheriff Willie Graves called him an essential member of the LPSO who served with distinction; and WHEREAS, Mr. Foster is remembered as an exceptionally skilled investigator who did not rest until a case was solved; his peers called him a "stickler for details" who "hated to see things halfway completed"; and WHEREAS, Marlon Kearney Foster loved his family and was deeply committed to protecting his community; he will be deeply missed. THEREFORE, BE IT RESOLVED that the House of Representatives of the Legislature of Louisiana does hereby express heartfelt condolences upon the death of Marlon Kearney Foster, former chief of detectives for the Livingston Parish Sheriff's Office; does hereby express gratitude for Mr. Foster's dedication to serving and protecting his community; and does hereby extend sincere hopes and wishes that his family and friends find comfort during this difficult time.
