ENROLLED 2020 Second Extraordinary Session HOUSE RESOLUTION NO. 44 BY REPRESENTATIVES GARY CARTER, ADAMS, BRYANT, BUTLER, CARPENTER, WILFORD CARTER, CORMIER, COX, DAVIS, DESHOTEL, DUPLESSIS, FREIBERG, GAINES, HARRIS, HILFERTY, JENKINS, MIKE JOHNSON, TRAVIS JOHNSON, JONES, JORDAN, KERNER, LACOMBE, LARVADAIN, LYONS, MCFARLAND, NEWELL, PHELPS, PIERRE, RISER, SELDERS, THOMPSON, WHITE, AND WILLARD A RESOLUTION To urge and request the secretary of state to work with the Department of Revenue, the Department of Economic Development, and the office of state procurement to create a central electronic repository of information, resources, training, and opportunities that small, rural, minority, female, and veteran entrepreneurs can access when registering their businesses with the state. WHEREAS, the path to starting a business of any size involves extensive planning, studying and selecting financial options, and completing certain legal requirements; and WHEREAS, for individuals starting with significant resources, this is an easy path; however, for the majority of Americans of modest means, starting and growing a business can be an intimidating, overwhelming, and confusing process; and WHEREAS, while the secretary of state does an excellent job of giving new business registrants critical website addresses and contact information for finalizing their business establishments, more information in an easily accessible format could be made available to unite resources from across state and local government; and WHEREAS, state departments and offices have a plethora of information that can help the average small business owner, but it is incumbent on the business owner to know how to access the resources, information, and opportunities offered by each state entity; and Page 1 of 2 HR NO. 44 ENROLLED WHEREAS, having a centralized portal or electronic repository tying together resources, information, training, and opportunities from across state and local government that small, rural, minority, women, and veteran entrepreneurs can access when they establish their businesses with the secretary of state will help improve business outcomes. THEREFORE, BE IT RESOLVED that the House of Representatives of the Legislature of Louisiana does hereby urge and request the secretary of state to work with the Department of Revenue, the Department of Economic Development, and the office of state procurement to create a central electronic repository of information, resources, training, and opportunities that small, rural, minority, female, and veteran entrepreneurs can access when registering their businesses with the state.
