2020 Second Extraordinary Session ENROLLED SENATE CONCURRENT RESOL UTION NO. 14 BY SENATOR CARTER A CONCURRENT RESOL UTION To urge and request the health care providers of Louisiana who administer COVID-19 tests to give preference to the testing of teachers, members of law enforcement, and firefighters. WHEREAS, the first presumptive case relating to the COVID-19 pandemic in Louisiana was announced on March 9, 2020, and on March 11, 2020, the governor issued the first proclamation of a public health emergency in Louisiana, Proclamation Number 25 JBE 2020; and WHEREAS, the federal Cybersecurity & Infrastructure Security Agency (CISA) publishes the "Guidance on the Essential Critical Infrastructure Workforce: Ensuring Community and National Resilience in COVID-19 Response" to aid public and private employers in determining who is an essential critical infrastructure worker; and WHEREAS, CISA's list of essential critical infrastructure workers includes teachers, members of law enforcement, and firefighters; and WHEREAS, teachers provide vital and necessary services and care to children, families, and communities and are shaping the future of Louisiana; and WHEREAS, law enforcement officers, including state troopers, sheriff's deputies, and municipal police officers provide a vital public service by playing an essential role in safeguarding the rights and freedoms of the state's residents; and WHEREAS, firefighters save lives, stabilize hazardous situations, and conserve property, as well as fill an important role in educating the public by teaching fire prevention and how to respond in emergency situations; and WHEREAS, teachers, members of law enforcement, and firefighters may have regular contact with large numbers of people, frequent interactions with the public, or work in an environment where it is not practical to maintain at least six feet of space from other workers on a consistent basis; and Page 1 of 2 SCR NO. 14 ENROLLED WHEREAS, teachers, members of law enforcement, and firefighters have continued to provide critical services since the start of the pandemic and face increased risk of COVID-19 exposure; and WHEREAS, it is necessary to provide teachers, members of law enforcement, and firefighters with priority access to COVID-19 testing. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the health care providers of Louisiana who administer COVID-19 tests to give preference to the testing of teachers, members of law enforcement, and firefighters. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the Louisiana State Medical Society, the Louisiana State Nurses Association, the Louisiana Primary Care Association, the Louisiana Academy of Family Physicians, and the Louisiana Hospital Association.
