HIGHER ED/BD REGENTS: Requires Board of Regents to include recommended funding
distributions for each public postsecondary education system and institution in
annual funding formula report it submits to legislature and revises deadline
1 AN ACT
2To amend and reenact R.S. 17:3129(F), relative to the Board of Regents; to revise
3 requirements relative to the report that the board submits to the legislature annually
4 with respect to the formula for funding postsecondary education; to align the
5 submission deadline with the deadline for the governor's submission of the executive
6 budget to the legislature; to require the board to include recommended funding
7 distributions for each postsecondary education system and institution in the report;
8 and to provide for related matters.
9Be it enacted by the Legislature of Louisiana:
10 Section 1. R.S. 17:3129(F) is hereby amended and reenacted to read as follows:

13 F. Any formula formulated and adopted by the Board of Regents for funding
14 institutions of postsecondary education in the ensuing year as provided in this
15 Section shall be annually reported to the Senate Committee on Education, the Senate
16 Committee on Finance, the House Committee on Education, and the House
17 Committee on Appropriations, not later than March thirty-first of each year. This
18 report shall include the recommended distribution of funding for each system and
19 each institution. During the first year of a governor's term, the board shall submit the

1 report no later than thirty days prior to the regular session of the legislature. During
2 all other years, the board shall submit the report no later than forty-five days prior
3 to the regular session of the legislature.

Abstract: Requires the Bd. of Regents to include the recommended distribution of funding
for each system and each institution in the annual report it submits to the legislature
on the postsecondary education funding formula and aligns the submission deadline
with the deadline for the governor's submission of the executive budget.
Present constitution requires the Bd. of Regents (Regents) to formulate and make timely
revision of a master plan for postsecondary education which, at minimum, shall include a
formula for equitable distribution of funds to postsecondary education institutions.
Present law requires Regents to report the formula to the House Committee on
Appropriations, House Committee on Education, Senate Committee on Finance, and Senate
Committee on Education not later than March 31st annually.
Proposed law:
(1)Specifies that the report shall include the recommended distribution of funding for
each system and each institution.
(2)Revises the deadline by requiring submission no later than 45 days prior to the
regular session of the legislature except during the first year of a governor's term,
when the report is due no later than 30 days prior to the regular session. (Proposed
law deadlines align with present law deadlines for the governor's submission of the
executive budget to the Joint Legislative Committee on the Budget).
