TRANSPORTATION: Establishes a parking fee exemption for disabled veterans at cruise
terminals for the Port of New Orleans
1 AN ACT
2To enact R.S. 29:27.2, relative to parking for disabled veterans; to provide for a parking fee
3 exemption for all service-connected disabled veterans at the Port of New Orleans
4 cruise terminals; to establish identification requirements applicable to the parking fee
5 exemption at cruise terminals for the Port of New Orleans; and to provide for related
6 matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1. R.S. 29:27.2 is hereby enacted to read as follows:
9 ยง27.2. Port of New Orleans cruise terminal parking fee exemption for disabled
10 veterans
11 A. The Port of New Orleans shall provide free cruise terminal parking,
12 which shall be located in the closest available cruise terminal parking lot, for a
13 disabled veteran, his conveyance, and his passengers if the disabled veteran provides
14 proof of his service-connected disability of fifty percent or more in the form of a
15 military honor license plate as provided for in R.S. 47:490.4 and 490.31, or a
16 completed certificate from the Louisiana Department of Veterans Affairs certifying
17 that the disabled veteran has a service-connected disability of fifty percent or more,
18 as determined by the United States Department of Veterans Affairs.
19 B. A disabled veteran shall park in a designated Port of New Orleans cruise
20 terminal parking lot to receive the parking fee exemption. The parking fee

1 exemption shall not apply if the disabled veteran parks outside of a designated Port
2 of New Orleans parking lot.
3 C. A disabled veteran authorized to park for free at the designated Port of
4 New Orleans cruise terminals pursuant to this Section shall be prohibited from
5 parking for a period exceeding seven days. The Port of New Orleans may charge a
6 disabled veteran the customary parking fee for each additional day the disabled
7 veteran is parked at the cruise terminal that exceeds seven days.
8 D. Notice of the disabled veterans parking fee exemption shall be printed in
9 the Port of New Orleans brochures and displayed on the Port of New Orleans
10 website. The Port of New Orleans may use other methods of informing the public
11 of the fee exemption for disabled veterans to include, but not be limited to,
12 advertisements and signage.
13 E. The Port of New Orleans may determine its own procedures for validating
14 parking vouchers or reimbursing a parking fee as provided in this Section.

Proposed law provides free parking for a disabled veteran, his conveyance, and his
passengers at any Port of New Orleans cruise terminal. Proposed law requires the free
parking for the disabled veteran be located in the closest available cruise terminal parking
lot.
Proposed law requires the disabled veteran to provide proof of disability in the form of a
military honor license plate or a completed certificate from the La. Dept. of Veterans Affairs.
Proposed law requires the disabled veteran to park in the Port of New Orleans designated
parking lots to receive the parking fee exemption.
Proposed law specifies that the time period an authorized disabled veteran is granted free
parking at the Port of New Orleans cruise terminal cannot exceed seven days. Further
provides that a disabled veteran may be charged the customary parking fee for each day he
remains parked at the cruise terminal beyond seven days.

Proposed law authorizes the Port of New Orleans to utilize appropriate methods of informing
the public of the free parking for disabled veterans to include, but not be limited to,
advertisements and signage.
Proposed law allows for the Port of New Orleans to determine its own procedures for
validating parking vouchers or reimbursing a parking fee.
