HOUSE BILL NO. 390
BY REPRESENTATIVE LARVADAIN
1	AN ACT
2 To enact R.S. 29:27.2, relative to parking for disabled veterans; to provide for a parking fee
3 exemption for all service-connected disabled veterans at the Port of New Orleans
4 cruise terminals; to establish identification requirements applicable to the parking fee
5 exemption at cruise terminals for the Port of New Orleans; and to provide for related
6 matters.
7 Be it enacted by the Legislature of Louisiana:
8 Section 1.  R.S. 29:27.2 is hereby enacted to read as follows:
9 ยง27.2.  Port of New Orleans cruise terminal parking fee exemption for disabled
10	veterans
11	A.  The Port of New Orleans shall provide free cruise terminal parking,
12 which shall be located in the closest available cruise terminal parking lot, for a
13 disabled veteran, his conveyance, and his passengers if the disabled veteran provides
14 proof of his service-connected disability of fifty percent or more in the form of a
15 military honor license plate as provided for in R.S. 47:490.4 and 490.31, or a
16 completed certificate from the Louisiana Department of Veterans Affairs certifying
17 that the disabled veteran has a service-connected disability of fifty percent or more,
18 as determined by the United States Department of Veterans Affairs.
19	B.  A disabled veteran shall park in a designated Port of New Orleans cruise
20 terminal parking lot to receive the parking fee exemption.  The parking fee
21 exemption shall not apply if the disabled veteran parks outside of a designated Port
22 of New Orleans parking lot.

1	C.  A disabled veteran authorized to park for free at the designated Port of
2 New Orleans cruise terminals pursuant to this Section shall be prohibited from
3 parking for a period exceeding seven days.  The Port of New Orleans may charge a
4 disabled veteran the customary parking fee for each additional day the disabled
5 veteran is parked at the cruise terminal that exceeds seven days.
6	D.  Notice of the disabled veterans parking fee exemption shall be printed in
7 the Port of New Orleans brochures and displayed on the Port of New Orleans
8 website.  The Port of New Orleans may use other methods of informing the public
9 of the fee exemption for disabled veterans to include but not be limited to
10 advertisements and signage.
11	E.  The Port of New Orleans may determine its own procedures for validating
12 parking vouchers or reimbursing a parking fee as provided in this Section.
