ELECTED OFFICIALS/STATEW:  (Constitutional Amendment) Provides that the governor
and lieutenant governor are elected jointly
1	A JOINT RESOLUTION
2Proposing to add Article IV, Section 3(E) of the Constitution of Louisiana, relative to the
3 election of the governor and lieutenant governor; to provide that the governor and
4 lieutenant governor are elected jointly; to provide for submission of the proposed
5 amendment to the electors; and to provide for related matters.
6 Section 1.  Be it resolved by the Legislature of Louisiana, two-thirds of the members
7elected to each house concurring, that there shall be submitted to the electors of the state of
8Louisiana, for their approval or rejection in the manner provided by law, a proposal to add
9Article IV, Section 3(E) of the Constitution of Louisiana, to read as follows:
10 §3.  Election; Term

13	(E)  Governor and Lieutenant Governor.  At all regular elections of governor
14 and lieutenant governor, the candidates for both offices shall be elected jointly in a
15 manner as provided by law so that a voter shall cast a single vote for a candidate for
16 governor and a candidate for lieutenant governor running together.
17 Section 2.  Be it further resolved that this proposed amendment shall be submitted
18to the electors of the state of Louisiana at the statewide election to be held on November 3,

1 Section 3.  Be it further resolved that on the official ballot to be used at the election,
2there shall be printed a proposition, upon which the electors of the state shall be permitted
3to vote YES or NO, to amend the Constitution of Louisiana, which proposition shall read as
4follows:
5	Do you support an amendment to provide that the governor and lieutenant
6	governor are elected jointly? (Adds Article IV, Section 3(E))

Abstract: Provides that the governor and lieutenant governor are elected jointly.
Present constitution provides that statewide elected officials, including the governor and
lieutenant governor, are elected for a term of four years at the time and place for voting for
members of the legislature.  Provides that terms begin at noon on the second Mon. in Jan.
next following the election.  Provides that a person who has served as governor for more
than one and one-half terms in two consecutive terms shall not be elected governor for the
succeeding term.  Provides for the powers and duties of the governor and lieutenant
governor.
Proposed constitutional amendment retains present constitution.  Additionally provides that
at all regular elections of governor and lieutenant governor, the candidates for both offices
shall be elected jointly in a manner as provided by law so that a voter shall cast a single vote
for a candidate for governor and a candidate for lieutenant governor running together.
Provides for submission of the proposed amendment to the voters at the statewide election
to be held Nov. 3, 2020.
