[R.S. 1:13(B) and 24:177(E)] HB 586 Original 2020 Regular Session Brass Abstract: Authorizes the use of electronic signatures when transferring certificates of title once a vehicle has been declared a total loss and is encumbered by a lien. Present law defines "endorsement" by providing acceptable means of approving the delivery of a certificate of title. Proposed law expands the definition of "endorsement" to include electronic signatures of an insured for the purpose of transferring certificates of title when a vehicle has been declared a total loss and is encumbered by a lien.
