HLS 20RS-856 ORIGINAL 2020 Regular Session HOUSE BILL NO. 586 BY REPRESENTATIVE BRASS MOTOR VEHICLES: Authorizes the use of electronic signatures when transferring certificates of title in certain situations 1 AN ACT 2To amend and reenact R.S. 32:705(B)(4)(a) and to enact R.S. 32:705(B)(5), relative to 3 delivery of certificates to the purchaser of a vehicle; to authorize electronic 4 signatures when transferring certificates of title under certain circumstances; and to 5 provide for related matters. 6Be it enacted by the Legislature of Louisiana: 7 Section 1. R.S. 32:705(B)(4)(a) is hereby amended and reenacted and R.S. 832:705(B)(5) is hereby enacted to read as follows: 9 ยง705. Delivery of certificate to purchaser of vehicle 10 * * * 11 B. Present law defines "endorsement" by providing acceptable means of approving the delivery of a certificate of title. Proposed law expands the definition of "endorsement" to include electronic signatures of an insured for the purpose of transferring certificates of title when a vehicle has been declared a total loss and is encumbered by a lien.
