ENROLLED ACT No. 280 2020 Regular Session HOUSE BILL NO. 591 BY REPRESENTATIVES LARVADAIN, WILFORD CARTER, AND COX 1 AN ACT 2 To amend and reenact R.S. 40:2018.3(A) and (B)(1), (2), and (9), relative to the composition 3 of the Louisiana Sickle Cell Commission; to provide for appointments for members 4 to the commission; to provide for additional members to serve on the commission; 5 to provide a meeting location for the commission meetings to take place; to provide 6 for an effective date; and to provide for related matters. 7 Be it enacted by the Legislature of Louisiana: 8 Section 1. R.S. 40:2018.3(A) and (B)(1), (2), and (9) are hereby amended and 9 reenacted to read as follows: 10 ยง2018.3. Louisiana Sickle Cell Commission 11 A. There shall be established within the Louisiana Department of Health a 12 commission designated the "Louisiana Sickle Cell Commission", composed of 13 eleven seventeen members as provided in Subsection B of this Section. 14 B.(1) Eight Thirteen members shall be appointed by the governor, subject 15 to Senate confirmation, from a list submitted by each of the following organizations 16 as follows: 17 (a) A representative One member from a list of nominees submitted by the 18 Sickle Cell Center of Southern Louisiana, Tulane University School of Medicine. 19 (b) A representative One member from a list of nominees submitted by 20 Children's Hospital, New Orleans. 21 (c) A representative One member from a list of nominees submitted by the 22 Louisiana Primary Care Association. HB NO. 591 ENROLLED 1 (d) A representative One member from a list of nominees submitted by the 2 Sickle Cell Association of South Louisiana The Baton Rouge Sickle Cell Anemia 3 Foundation, Inc. 4 (e) A representative One member from a list of nominees submitted by the 5 Northeast Louisiana Sickle Cell Anemia Technical Resource Foundation, Inc. 6 (f) A representative One member from a list of nominees submitted by the 7 Sickle Cell Disease Association of America, Inc., Northwest Louisiana Chapter. 8 (g) A representative One member from a list of nominees submitted by the 9 Sickle Cell Anemia Research Foundation, Alexandria. 10 (h) A representative One member from a list of nominees submitted by the 11 Southwest Louisiana Sickle Cell Anemia, Inc. 12 (i) Five members from a list of nominees submitted by the Louisiana 13 Department of Health; two of whom shall be persons diagnosed with sickle cell 14 disease, one of whom shall be a parent of a person diagnosed with sickle cell disease, 15 and two of whom shall be medical professionals who provide treatment and care to 16 patients diagnosed with sickle cell disease. 17 (2) The secretary of the Louisiana Department of Health, or his designee. 18 Two of the members shall be as follows: 19 (a) The secretary of the Louisiana Department of Health or his designee. 20 (b) The Medicaid director of the Louisiana Department of Health or his 21 designee. 22 * * * 23 (9) The commission shall hold at least four regular meetings each year. The 24 commission shall meet at locations that rotate throughout the state, as determined by 25 the chairman, to provide ease of travel for the members of the commission. at the 26 Louisiana Department of Health headquarters in Baton Rouge. 27 * * * 28 Section 2. This Act shall become effective upon signature by the governor or, if not 29 signed by the governor, upon expiration of the time for bills to become law without signature 30 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.
