HLS 20RS-425 ORIGINAL 2020 Regular Session HOUSE BILL NO. 63 BY REPRESENTATIVE WILFORD CARTER JUDGES: Provides relative to the judges of the 14 th JDC 1 AN ACT 2To amend and reenact R.S. 13:589 and 621.14, relative to the Fourteenth Judicial District 3 Court; to provide for the election of judges; to provide for how the judges are 4 elected; and to provide for related matters. 5Be it enacted by the Legislature of Louisiana: 6 Section 1. R.S. 13:589 and 621.14 are hereby amended and reenacted to read as 7follows: 8 §589. Fourteenth Judicial District Court; magistrate judge 9 A. The office of magistrate judge of the Fourteenth Judicial District Court 10 is hereby created and shall be an elected position. The magistrate judge shall be 11 elected from election sections section one and three combined. The initial election 12 shall occur in the fall of 2020 and the elected term shall begin January 1, 2021. The 13 magistrate judge shall serve a six-year term. The position is a full-time position, and 14 the magistrate judge is prohibited from practicing law. 15 * * * 16 §621.14. Fourteenth Judicial District 17 The Fourteenth Judicial District Court shall have nine judges. Present law provides that the Fourteenth Judicial District Court shall have nine judges. Present law provides that two judges (Divisions F and H) shall be elected from election section one, four judges (Divisions B, C, D, and G) shall be elected from election section two, two judges (Divisions A and E) shall be elected from election section three, and one judge (Division I) shall be elected from election sections one and three combined. Present law provides that the Fourteenth Judicial District shall have a magistrate judge who is elected from election sections one and three combined. Proposed law retains present law except with regard to the election of the Division I judge, proposed law provides that one judge (Division I) be elected from election section one only instead of election sections one and three combined. Proposed law changes the election section the magistrate judge is elected from, providing that the magistrate judge be elected from election section one instead of election sections one and three combined.
