HOUSE BILL NO. 731

STUDENT/ASSESSMENT:  Provides that end-of-course testing shall not be required for
any subject as a prerequisite to high school graduation
1	AN ACT
2To enact R.S. 17:24.4(F)(8), relative to the Louisiana Competency-Based Education
3 Program; to provide relative to the Louisiana Educational Assessment Program; to
4 provide relative to end-of-course testing as a requirement for graduation; and to
5 provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 17:24.4(F)(8) is hereby enacted to read as follows: 
8 ยง24.4.  Louisiana Competency-Based Education Program; statewide standards for
9	required subjects; Louisiana Educational Assessment Program; parish or city
10	school board comprehensive pupil progression plans; waivers

Abstract:  Prohibits a standards-based assessment in English language arts, math, science,
or social studies from being a high school graduation requirement.
Present law provides relative to the Competency-Based Education Program.  Present law
establishes, as part of the program, a program of academic testing of students, the La.
Educational Assessment Program (LEAP).  Requires that the Dept. of Education shall
implement the LEAP with approval of the State Board of Elementary and Secondary
Education. Requires standards-based assessments in English language arts, math, science,
and social studies to be administered, at a minimum, in grades 3 through 11.
Proposed law retains present law.
Proposed law prohibits the requirement of end-of-course testing as a prerequisite for high
school graduation.
