Abstract:  Adds hemp rolling papers as an exception on the prohibition to sell any part of hemp for
inhalation and establishes civil penalties.
Present law prohibits the sale of any part of industrial hemp for inhalation.
Proposed law retains present law and adds an exception for the sale of hemp rolling papers.
Present law provides for criminal penalties applicable to any person who violates provisions related
to the processing and sale of cannabidiol (CBD) products.
Proposed law retains present law and establishes civil penalties of suspension or revocation of a
permit to sell CBD products to be enforced in lieu of criminal penalties at the discretion of the
commissioner of alcohol and tobacco control.
