HOUSE BILL NO. 88

1	AN ACT
2 To amend and reenact R.S. 18:154(G)(4) and to enact R.S. 18:154(G)(6), relative to voter
3 registration records and related computer systems; to prohibit disclosure of certain
4 computer system information by the registrar of voters, the clerk of court, and the
5 Department of State; and to provide for related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 18:154(G)(4) is hereby amended and reenacted and R.S.
8 18:154(G)(6) is hereby enacted to read as follows:
9 ยง154.  Records open to inspection; copying; exceptions

11	G.  Notwithstanding any provision of this Section to the contrary, the
12 registrar, the clerk of court, and the Department of State shall be prohibited from
13 disclosing the following:

15	(4)  Computer system or program information, including software, related
16 menus, flow charts, network diagrams, usernames, nonpublic uniform resource
17 locators, database object names, computer names, device identifiers and serial
18 numbers, screen printouts and captures, internet protocol address numbers,
19 passwords, source materials, prompts, dialogues, operating and instructional
20 manuals, programming materials or instructions, and any other computer operating
21 or support materials concerning the state voter registration computer system and
22 election management system or voting equipment.

1	(6)  Internet protocol address numbers submitted to or captured by the state
2 voter registration computer system and election management system.

4 Section 2.  This Act shall become effective upon signature by the governor or, if not
5 signed by the governor, upon expiration of the time for bills to become law without signature
6 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If
7 vetoed by the governor and subsequently approved by the legislature, this Act shall become
8 effective on the day following such approval.
