HOUSE CONCURRENT RESOL UTION NO. 11
BY REPRESENTATIVE EDMONDS
LAW ENFORCE/OFFICERS:  Requests the Louisiana Commission on Law Enforcement
and Administration of Criminal Justice to adopt certain rules and standards for
bulletproof vests for peace officers
1	A CONCURRENT RESOL UTION
2To urge and request the Louisiana Commission on Law Enforcement and Administration of
3 Criminal Justice (LCLE)  to adopt certain rules and standards for bulletproof vests
4 for peace officers with regard to rifle plates, soft armor and carriers, reuse policy,
5 and  repurposing policy.
6 WHEREAS, under current law, the Department of Public Safety and Corrections is
7required to provide upon request special protective equipment, commonly known as a
8bulletproof vest, for every "peace officer" in the state of Louisiana; and
9 WHEREAS, the mission of the LCLE is to improve the operations of the criminal
10justice and juvenile justice system and promote public safety by providing progressive
11leadership and coordination within the criminal justice community; and
12 WHEREAS, the LCLE seeks to promote the highest professional and ethical
13standards in law enforcement; and
14 WHEREAS, the LCLE is requested to adopt the following rules and standards with
15regard to rifle plates:
16 (1)  Rifle plates must be multi-hit capable and have a multi-curve design for comfort.
17 (2)  Rifle plates must come in a variety of sizes available including 7x9", 8x10",
189x11", and 10x12" and have different cuts available, such as shooter's cut and full cut for
19increased mobility and maximum protection.

1 (3)  Rifle plates must be designed, developed, and manufactured in the United States
2of America.
3 (4)  Rifle plates must have a maximum forty-five day lead time on reasonable sized
4orders.
5 (5)  Rifle plates must be NIJ STD-0101.06 ICW Level III or IV certified with the NIJ
6STD-0101.06 IIIA soft armor and listed on the National Institute of Justice Compliance List.
7 (6)  Rifle plates must have a warranty of sixty months, and products must be
8manufactured within the same year the order is placed to maximize the warranty and quality
9to the officers receiving the NIJ STD-0101.06 Level IIIA vests and NIJ STD - 0101.06 Level
10III or IV ICW.
11 (7)  Rifle plate standards must be NIJ STD- 0101.06 Level III or IV ICW, or
12equivalent for newer NIJ standards and certifications; and
13 WHEREAS, the LCLE is requested to adopt the following rules and standards with
14regard to soft armor and carriers:
15 (1)  Soft armor must be NIJ STD-0101.06 Level IIIA.
16 (2)  Soft armor and carriers are designed to accommodate multiple rife plate sizes for
17comfort and mobility to meet the officer's needs.
18 (3)  Carriers must have a twenty-four month warranty.
19 (4)  Soft armor must have a warranty of sixty months for the ballistics and products
20must be manufactured within the same year the order is placed to maximize the warranty and
21quality to the officers receiving the NIJ STD-0101.06 Level IIIA vests and Level III or Level
22IV ICW plates.
23 (5)  Soft armor and carriers must be designed, developed, and manufactured in the
24United States of America.
25 (6)  Soft armor and carriers must have a maximum forty-five day lead time on
26reasonable sized orders.
27 (7)  Soft armor standards must be NIJ STD- 0101.06 Level IIIA or equivalent for
28newer NIJ standards and certifications; and
29 WHEREAS, the LCLE is also requested to adopt the policy of lateral transfers to
30avoid departments having to purchase a vest for the same individual; and

1 WHEREAS, the LCLE is also requested to adopt the policy of repurposing the vest,
2which simply means that in an instance when a vest was not designed or made for the
3individual wearing it, it would be acceptable that the vest could be temporarily worn until
4a vest specifically sized for the officer can be purchased.
5 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
6urge and request the Louisiana Commission on Law Enforcement and Administration of
7Criminal Justice to adopt rules and standards for bulletproof vests for peace officers with
8regard to rifle plates, soft armor and carriers, reuse policy, and repurposing policy.
9 BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded to the
10executive director of the LCLE.
