LEGISLATIVE SESSIONS:  Provides consent for the adjournment of the 2020 Regular
Session of the Legislature for a period longer than three days
1	A CONCURRENT RESOL UTION
2To express consent of the Louisiana House of Representative and the Louisiana Senate for
3 the other house to adjourn the 2020 Regular Session of the Legislature until 11:00
4 a.m. on March 31, 2020.
5 WHEREAS, the worldwide outbreak of COVID-19 and the effects of its risk of
6person-to-person transmission throughout the United States and Louisiana threatens the
7safety, health, and security of the citizens of the state; and
8 WHEREAS, the Centers for Disease Control and Prevention (CDC) guidance for
9responding to the COVID-19 pandemic suggests that large events and mass gatherings can
10contribute to the spread of COVID-19 in the United States via travelers who attend these
11events and introduce the virus to new communities; and

1 WHEREAS, this guidance further recommends organizers cancel or postpone
2in-person events that consist of fifty people or more throughout the United States; and
3 WHEREAS, CDC guidance also encourages social distancing and prevention of
4unnecessary personal interactions; and
5 WHEREAS, Article III, Section 10(C) of the Constitution of Louisiana provides that
6when the legislature is in session, neither house shall adjourn for more than three days or to
7another place without consent of the other house; and
8 WHEREAS, by concurrence in this Resolution, the Louisiana House of
9Representatives and the Louisiana Senate  acknowledge that the intent of the other chamber
10is to adjourn the 2020 Regular Session of the Legislature for a period longer than three days
11and that the requirements of Article III, Section 10(C) are satisfied hereby; and
12 WHEREAS, the House of Representatives finds that it is appropriate to grant consent
13to the Senate to adjourn in order to protect the health and welfare of all persons who would
14come to the state capitol to attend to the state's business; and 
15 WHEREAS, the Senate finds that it is appropriate to grant consent to the House of
16Representatives to adjourn in order to protect the health and welfare of all persons who
17would come to the state capitol to attend to the state's business.
18 THEREFORE, BE IT RESOLVED that in order to minimize the spread of COVID-
1919 among Louisiana citizens while meeting the legislature's constitutional responsibilities
20without needlessly putting anyone at risk, the Legislature of Louisiana does hereby express
21consent for each legislative house to independently adjourn until 11:00 a.m. on March 31,
222020.
