WHEREAS, the worldwide outbreak of COVID-19 and the effects of its risk of person-to-person transmission throughout the United States and Louisiana threatens the safety, health, and security of the citizens of the state; and WHEREAS, the Centers for Disease Control and Prevention (CDC) guidance for responding to the COVID-19 pandemic suggests that large events and mass gatherings can contribute to the spread of COVID-19 in the United States via travelers who attend these events and introduce the virus to new communities; and WHEREAS, this guidance further recommends organizers cancel or postpone in-person events that consist of fifty people or more throughout the United States; and Page 1 of 2 HCR NO. 27 ENROLLED WHEREAS, CDC guidance also encourages social distancing and prevention of unnecessary personal interactions; and WHEREAS, Article III, Section 10(C) of the Constitution of Louisiana provides that when the legislature is in session, neither house shall adjourn for more than three days or to another place without consent of the other house; and WHEREAS, by concurrence in this Resolution, the Louisiana House of Representatives and the Louisiana Senate acknowledge that the intent of the other chamber is to adjourn the 2020 Regular Session of the Legislature for a period longer than three days and that the requirements of Article III, Section 10(C) are satisfied hereby; and WHEREAS, the House of Representatives finds that it is appropriate to grant consent to the Senate to adjourn in order to protect the health and welfare of all persons who would come to the state capitol to attend to the state's business; and WHEREAS, the Senate finds that it is appropriate to grant consent to the House of Representatives to adjourn in order to protect the health and welfare of all persons who would come to the state capitol to attend to the state's business. THEREFORE, BE IT RESOLVED that in order to minimize the spread of COVID- 19 among Louisiana citizens while meeting the legislature's constitutional responsibilities without needlessly putting anyone at risk, the Legislature of Louisiana does hereby express consent for each legislative house to independently adjourn until 11:00 a.m. on March 31, 2020.
