HOUSE CONCURRENT RESOL UTION NO. 30

VOTERS/VOTING:  Suspends certain provisions of law relative to the time by which a
voter must be registered as affiliated with a particular political party to be eligible
to vote for candidates for membership on that party's committees
1	A CONCURRENT RESOL UTION
2To suspend until sixty days after final adjournment of the 2021 Regular Session of the
3 Legislature of Louisiana the provisions of R.S. 18:521(B)(2), relative to the
4 eligibility of a voter who is affiliated with a political party to vote on candidates for
5 party office.
6 WHEREAS, R.S. 18:135(A) provides relative to the close of registration records
7prior to an election; and
8 WHEREAS, R.S. 18:135(A)(1) provides that generally registrars of voters shall close
9registration records thirty days prior to an election unless the deadline falls on a Saturday,
10Sunday, or legal holiday; and
11 WHEREAS, R.S. 18:135(A)(2) provides for the close of registration records in the
12case of an emergency; and
13 WHEREAS, R.S. 18:135(A)(3) provides that notwithstanding R.S. 18:135(A)(1),
14registrars of voters shall close the registration records twenty days prior to an election for
15persons who utilize electronic registration to registrar to vote or change an existing
16registration; and
17 WHEREAS, R.S. 18:521(B)(2) provides relative to the qualification of a voter to
18vote on a candidate for membership on a political party committee, and includes therein a
19requirement that the voter be affiliated with a political party for a specified period of time;

1 WHEREAS, certain provisions of R.S. 18:521(B)(2) addressing the period of time
2a voter must be affiliated with a political party conflict with the provisions of R.S. 18:135(A)
3providing for the close of registration records for the election.
4 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana hereby suspends
5the provisions of R.S. 18:521(B)(2) relative to the eligibility of a voter who is affiliated with
6a political party to vote on candidates for party office.
7 BE IT FURTHER RESOLVED that this suspension shall become effective upon
8adoption of this Resolution and shall extend through the sixtieth day after final adjournment
9of the 2021 Regular Session of the Legislature of Louisiana.

Suspends until the 60th day after adjournment of the 2021 R.S. the provisions of present law
(R.S. 18:521(B)(2)) providing that the qualification of a voter to vote on a candidate for
membership on a political party committee shall be subject to all of the following provisions:
(1)A change of party affiliation in his registration shall not permit the registrant to vote
for any candidate for membership on a committee of the political party to which he
has thus affiliated within 30 days after the date on which the registrar notes the
change on the original application form.  During this same period he may not vote
for any candidate for membership on a party committee for the political party which
he has renounced and abandoned, and the registrar shall so inform him.
(2)A designation of party affiliation by a registrant previously not affiliated with a party
renders the registrant eligible to vote in the election next following the designation
which is at least 30 days after the date on which the registrar notes the party
affiliation on the original application form.
(3)A designation of no party affiliation by a registrant previously affiliated with a party
shall be effective for elections held at least 30 days after the date on which the
registrar notes the no-party affiliation on the original application form.  During this
same period he may not vote for any candidate for membership on a party committee
for the political party which he has renounced and abandoned, and the registrar shall
so inform him.
