HOUSE CONCURRENT RESOL UTION NO. 41
BY REPRESENTATIVE HODGES
VETERANS:  Requests the State Civil Service Commission to adopt a rule requiring that
military veterans be interviewed when they apply for employment with state
government

2To urge and request the State Civil Service Commission to adopt a rule requiring all state
3 government employers to grant interviews to all job applicants who are veterans of
4 the United States Armed Services and to report to the House Special Committee on
5 Military and Veterans Affairs and the Senate Select Committee on Military and
6 Veterans Affairs on the veterans interviewed and hired.
7 WHEREAS, the Constitution of Louisiana grants the State Civil Service Commission
8broad authority over matters pertaining to state government employment, and the
9responsibility that comes with that authority is to ensure the state civil servants, who perform
10some of the most important jobs in society, are as highly skilled and professional as possible;
11and
12 WHEREAS, veterans of the United States Armed Services are a very important
13group of potential state government employees because they already have demonstrated their
14commitment to serving the greater good, and military service provides some very special
15skills and experiences that are not available through other career paths; and
16 WHEREAS, in choosing military service, individuals often delay or forgo traditional
17education and career development opportunities of a type that employers are more used to
18seeing on a job application or resume; because of that, veterans, who have already made
19sacrifices for the nation, often find it difficult to find employment upon completion of their
20military service; and

1 WHEREAS, the state should be an exemplary employer when it comes to providing
2employment opportunities for veterans so as to ensure that those who have made sacrifices
3do not continue to do so while their skills and experiences go underutilized in the labor
4market; and
5 WHEREAS, providing job interviews to all veterans is one way to ensure that those
6individuals have the opportunity to demonstrate their knowledge and abilities to potential
7employers and to find meaningful and rewarding careers.
8 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
9urge and request the State Civil Service Commission to adopt a rule requiring all state
10government employers to grant interviews to all job applicants who are veterans of the
11United States Armed Services.
12 BE IT FURTHER RESOLVED that the commission shall report to the House Special
13Committee on Military and Veterans Affairs and the Senate Select Committee on Military
14and Veterans Affairs on the number of veterans interviewed and the number of classified and
15unclassified positions filled by veterans prior to the 2021 and 2022 Regular Sessions of the
16Legislature.
