HOUSE CONCURRENT RESOL UTION NO. 67

STATE AGENCIES:  Requests a study concerning costs and benefits of Dept. of Children
and Family Services and Louisiana Dept. of Health establishing or reestablishing
parish offices
1	A CONCURRENT RESOL UTION
2To urge and request the Department of Children and Family Services and the Louisiana
3 Department of Health, jointly, to undertake a study concerning the costs and benefits
4 of establishing or reestablishing a parish office of each department in each Louisiana
5 parish and to report findings from the study to the House Committee on
6 Appropriations, the Senate Committee on Finance, and the legislative committees
7 on health and welfare.
8 WHEREAS, the mission of the Department of Children and Family Services (DCFS)
9is to keep children safe, help individuals and families become self sufficient, and provide
10safe refuge during disasters; the DCFS statement of values is, "Treating all people with
11dignity, compassion, and respect while providing services with integrity"; and
12 WHEREAS, the mission of the Louisiana Department of Health (LDH) is to protect
13and promote health and to ensure access to medical, preventive, and rehabilitative services
14for all citizens of the state of Louisiana; the departmental philosophy of LDH is dedication
15to fulfilling its mission through direct provision of quality services, development and
16stimulation of services of others, and utilization of available resources in the most effective
17manner; and
18 WHEREAS, due to the inherently personal nature of health and human services,
19DCFS and LDH could best serve the citizens of our state by providing for most of their
20services to people to be delivered on an in-person basis; and

1 WHEREAS, in developing sound public policy for health and human services, it is
2important for the legislature to balance budgetary considerations with the longer-term
3benefits of a service delivery model that provides for an appropriate degree of in-person
4interaction between the people who are delivering services and the people receiving them.
5 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
6urge and request the Department of Children and Family Services and the Louisiana
7Department of Health, jointly, to undertake a study concerning the costs and benefits of
8establishing or reestablishing a parish office of each department in each Louisiana parish.
9 BE IT FURTHER RESOLVED that the departments shall submit findings from the
10study in the form of a written report to the House Committee on Appropriations, the Senate
11Committee on Finance, the House Committee on Health and Welfare, the Senate Committee
12on Health and Welfare, and the David R. Poynter Legislative Research Library on or before
13February 1, 2021.
14 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
15secretary of the Department of Children and Family Services and the secretary of the
16Louisiana Department of Health.
