HLS 20RS-1606 ENGROSSED 2020 Regular Session HOUSE CONCURRENT RESOL UTION NO. 77 BY REPRESENTATIVE SCHEXNAYDER COMMERCE: Urges and requests removal of public and private sector barriers to accelerate the expansion of broadband in the state 1 A CONCURRENT RESOL UTION 2To urge and request the Broadband for Everyone in Louisiana Commission to identify 3 public and private sector barriers to effective broadband expansion in the state and 4 provide recommendations to the legislative committees on commerce on how to 5 remove those barriers. 6 WHEREAS, access to high-speed broadband is a necessity for families, businesses, 7and consumers; a key competitive factor for economic development, education, and quality 8of life; and vital to full participation in economic, educational, political, and social life; and 9 WHEREAS, many areas of this state do not have access to high-speed broadband; 10and 11 WHEREAS, citizens and businesses without access to high-speed broadband suffer 12the practical and economic consequences of this lack of access; and 13 WHEREAS, a lack of high-speed broadband in the state impedes intrastate 14transactions and communications and interstate commerce; and 15 WHEREAS, expeditious expansion of high-speed broadband in the state is necessary 16in order to overcome the practical and economic consequences of the current lack of access; 17and 18 WHEREAS, various barriers are created by the public and private sectors, which stall 19the expeditious expansion that the state's citizens and economy need; and Page 1 of 2 HCR NO. 77 HLS 20RS-1606 ENGROSSED 1 WHEREAS, the removal of those barriers would benefit Louisiana families, 2businesses, consumers, educational institutions, and students and allow for a more robust and 3better connected economy. 4 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 5urge and request the Broadband for Everyone in Louisiana Commission to identify public 6and private sector barriers which impede the expeditious expansion of high-speed broadband 7in the state and make recommendations on how to remove these barriers. 8 BE IT FURTHER RESOLVED that the Broadband for Everyone in Louisiana 9Commission submit a report of its findings to the House Committee on Commerce and the 10Senate Committee on Commerce, Consumer Protection, and International Affairs on or 11before January 1, 2021. 12 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 13Broadband for Everyone in Louisiana Commission within the office of the governor.
