BLANC, STAGNI, THOMAS, THOMPSON, WHEAT, WHITE, WILLARD, WRIGHT, AND ZERINGUE A CONCURRENT RESOL UTION To urge and request the Broadband for Everyone in Louisiana Commission to identify public and private sector barriers to effective broadband and wireless telecommunication service expansion in the state and provide recommendations to the legislative committees on commerce on how to remove those barriers. WHEREAS, access to high-speed broadband and wireless telecommunication service are a necessity for families, businesses, and consumers; a key competitive factor for economic development, education, and quality of life; and vital to full participation in economic, educational, political, and social life; and WHEREAS, many areas of this state do not have access to high-speed broadband and wireless telecommunication service; and WHEREAS, citizens and businesses without access to high-speed broadband and wireless telecommunication service suffer the practical and economic consequences of this lack of access; and WHEREAS, a lack of high-speed broadband and wireless telecommunication service in the state impedes intrastate transactions and communications and interstate commerce; and Page 1 of 2 HCR NO. 77 ENROLLED WHEREAS, expeditious expansion of high-speed broadband and wireless telecommunication service in the state is necessary in order to overcome the practical and economic consequences of the current lack of access; and WHEREAS, various barriers are created by the public and private sectors, which stall the expeditious expansion that the state's citizens and economy need; and WHEREAS, the removal of those barriers would benefit Louisiana families, businesses, consumers, educational institutions, and students and allow for a more robust and better connected economy. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the Broadband for Everyone in Louisiana Commission to identify public and private sector barriers which impede the expeditious expansion of high-speed broadband and wireless telecommunication service in the state and make recommendations on how to remove these barriers. BE IT FURTHER RESOLVED that the Broadband for Everyone in Louisiana Commission submit a report of its findings to the House Committee on Commerce and the Senate Committee on Commerce, Consumer Protection, and International Affairs on or before January 1, 2021. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the Broadband for Everyone in Louisiana Commission within the office of the governor.
