HLS 20RS-1649 ORIGINAL 2020 Regular Session HOUSE CONCURRENT RESOL UTION NO. 92 BY REPRESENTATIVE PIERRE COLLEGES/COMMUNITY AND TECHNICAL: Urges and requests the Louisiana Community and Technical College System to pilot a regional approach for the delivery of commercial driver's license training and certification 1 A CONCURRENT RESOL UTION 2To urge and request the Louisiana Community and Technical College System to establish 3 a pilot program to provide for the regional delivery of commercial driver's license 4 training and certification. 5 WHEREAS, according to data extracted from the Louisiana Workforce 6Commission's long-term employment projections contained within its occupational forecast, 7the truck transportation sector is projected to realize significant growth in all regions of the 8state of Louisiana; and 9 WHEREAS, this significance is based on regions that are projected to have a ten 10percent or greater increase from 2016 or are projected to have employment opportunities that 11exceed one thousand; and 12 WHEREAS, regional labor market areas one, New Orleans, and three, Houma- 13Thibodaux, collectively are projected to employ five thousand five hundred seventy-four 14commercial driver's license holders through the year 2026; and 15 WHEREAS, regional labor market areas four, Lafayette, five, Lake Charles, and six, 16Central Louisiana, collectively are projected to employ three thousand forty-nine 17commercial driver's license holders through the year 2026; and 18 WHEREAS, regional labor market areas seven, Shreveport-Bossier, and eight, 19Monroe, collectively are projected to employ four thousand three hundred six commercial 20driver's license holders through the year 2026; and 3 WHEREAS, the Louisiana Community and Technical College System operates 4twelve colleges across the state of Louisiana and serves every region of the state of 5Louisiana; and 6 WHEREAS, the Louisiana Community and Technical College System is a collection 7of institutions of higher education established to provide technical instruction and prepare 8Louisiana's citizens for improved quality of life, workforce success, and continued learning; 9and 10 WHEREAS, the significant cost of establishing a commercial driver's license training 11program makes it difficult to operate such programs at each individual college; and 12 WHEREAS, the Louisiana Community and Technical College System currently 13provides instruction in diesel technology to assist diesel technicians with the operation of 14maintenance centers for fleet upkeep and preservation; and 15 WHEREAS, the professional trucking industry reported that the industry continues 16to struggle with recruiting and retaining a qualified professional workforce; and 17 WHEREAS, a regional approach will enhance the Louisiana Community and 18Technical College System's ability to scale up and provide training on a more significant 19level during the day, evening, and on the weekend which will allow more Louisiana citizens, 20who desire to earn a short term credential, to earn a salary as a professional truck driver in 21our state; and 22 WHEREAS, the expansion of training in these programs would serve to stimulate 23the economy of the state of Louisiana by certifying additional drivers to transport products 24to and from the state and technicians to provide maintenance for trucking fleets and provide 25a response to fulfill the increased need for drivers, which was brought on by COVID-19 and 26the preexisting driver shortage experienced in the transportation industry. 27 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 28urge and request the Louisiana Community and Technical College System to develop a pilot 29program in which multiple colleges partner to provide instruction and certification for Page 2 of 3 HLS 20RS-1649 ORIGINAL HCR NO. 92 1commercial driving and for diesel technicians through a regional service delivery model that 2serves the entire state of Louisiana. 3 BE IT FURTHER RESOLVED that the scale of the pilot program administered by 4the Louisiana Community and Technical College System shall be dependent on appropriated 5funds or funds raised by the colleges. 6 BE IT FURTHER RESOLVED that the Louisiana Community and Technical 7College System shall submit a written report of its findings regarding the development and 8implementation of the pilot program, including any recommendations for related legislation, 9to the Senate and House Committees on Transportation, Highways and Public Works and 10the Senate and House Committees on Education not later than sixty days prior to the 11beginning of the 2022 Regular Session of the Legislature of Louisiana. 12 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted 13to the president of the Louisiana Community and Technical College System and the 14commissioner of higher education.
