HLS 20RS-137 ORIGINAL 2020 Regular Session HOUSE RESOLUTION NO. 13 BY REPRESENTATIVES GREGORY MILLER AND DWIGHT HOUSE/RULES: Provides relative to House Legislative Services employees and duties of the Clerk of the House 1 A RESOLUTION 2To amend and readopt House Rule 3.5(A) of the Rules of Order of the House of 3 Representatives and to repeal House Rule 2.10(D)(5) of the Rules of Order of the 4 House of Representatives to provide relative to House Legislative Services 5 employees and the duties thereof and relative to the duties of the Clerk of the House. 6 BE IT RESOLVED by the House of Representatives of the Legislature of Louisiana 7that House Rule 3.5(A) of the Rules of Order of the House of Representatives is hereby 8amended and readopted to read as follows: 9 Rule 3.5. House Legislative Services; executive director 10 A.(1) The Subcommittee on Personnel of the House Executive Committee 11 shall be responsible for the employment and supervision of a research, drafting, and 12 committee staff for the House of Representatives. Such staff shall be designated as 13 House Legislative Services, and shall have as its purpose the provision of research, 14 drafting, and similar legislative services to the House of Representatives, its 15 members, and committees. The staff House Legislative Service employees shall 16 have, without limitation, the following duties: (1) (a) the furnishing of research and 17 bill drafting services to members of the House and the committees of the House; (2) 18 (b) providing objective reports on the context of pending and adopted legislation; (3) 19 (c) the preparation of manuals, directories, and similar informational materials for 20 the use of the House and House staff its officers and employees; (4) (d) providing 21 professional services on behalf of the House of Representatives, or its committees; Page 1 of 2 HLS 20RS-137 ORIGINAL HR NO. 13 1 and (5) (e) the performance of all other duties the subcommittee may deem or the 2 Speaker deems essential to the work of the House and the legislature generally, and 3 the members thereof. 4 (2) House Legislative Services shall not provide staff support to any special 5 study commission, task force, or like entity unless a majority of its membership is 6 composed of members of the House of Representatives and then only upon the 7 explicit direction of the Speaker. 8 * * * 9 BE IT FURTHER RESOLVED by the House of Representatives of the Legislature 10of Louisiana that House Rule 2.10(D)(5) of the Rules of Order of the House of 11Representatives is hereby repealed in its entirety. Present House Rule (House Rule 3.5) provides that the Subcommittee on Personnel of the House Executive Committee (subcommittee) is responsible for the employment and supervision of a research, drafting, and committee staff for the House of Representatives, designated as House Legislative Services (HLS). Provides that HLS's purpose is the provision of research, drafting, and similar legislative services to the House of Representatives, its members, and committees. Provides for the duties of HLS employees, including the performance of all duties the subcommittee may deem essential to the work of the House, the legislature, and the members thereof. Proposed House Rule retains present House Rule and adds that HLS staff is prohibited from providing staff support to any special study commission, task force, or like entity unless a majority of its membership is composed of members of the House of Representatives and then only upon the explicit direction of the Speaker. Further adds that the duties of HLS employees include those the Speaker deems essential to the work of the House, the legislature, and the members thereof. Present House Rule (House Rule 2.10) provides that one of the duties of the Clerk throughout the year is to supervise and direct all House employees and to report to the Speaker the failure of any employee or of the Sergeant-at-Arms to perform his duties.
