HOUSE RESOLUTION NO. 34
BY REPRESENTATIVES MCKNIGHT AND GAROFALO
EDUCATION:  Requests that the state Department of Education, Louisiana Workforce
Commission, and Board of Regents jointly report on the status of data sharing
agreements for the purpose of evaluating the Jump Start program
1	A RESOLUTION
2To urge and request the state Department of Education, the Louisiana Workforce
3 Commission, and the Board of Regents, in consultation with the Louisiana School
4 Boards Association, to jointly prepare and submit a report to the House Committee
5 on Education not later than December 31, 2020, relative to the status of data sharing
6 agreements and related efforts underway to obtain and analyze data needed for
7 evaluation of the Jump Start program.
8 WHEREAS, in 2014, the State Board of Elementary and Secondary Education
9(BESE) established the Jump Start program to support high school students in earning
10industry-based certifications and credentials aligned with high-growth, high-wage job sectors
11as approved by Louisiana's Workforce Investment Council; and
12 WHEREAS, Jump Start training pathways and related programming prepare students
13to successfully transition to the workplace while also enabling them to continue their
14postsecondary training and education and career development; and
15 WHEREAS, BESE currently recognizes regional/emerging, basic, and advanced
16Jump Start training pathways in eleven key industry sectors, including agriculture, food, and
17natural resources; architecture and construction; arts, audiovisual technology, and
18communication; business management and administration; health sciences; hospitality and
19tourism; human services; information technology; law, public safety, corrections, and
20security; manufacturing; and transportation, distribution, and logistics; and

1 WHEREAS, BESE and the legislature have made significant financial investments
2in the Jump Start program through the Minimum Foundation Program, including the
3Supplemental Course Allocation, Career Development Funds, and weighted funding for
4career and technical education courses; and
5 WHEREAS, program evaluation that includes careful analysis of outcome data is
6essential in determining whether public policies are achieving their intended goals and
7objectives; and
8 WHEREAS, evaluation and continuous improvement of the Jump Start program
9requires knowledge of whether or not students have been able to secure employment in the
10field in which they trained or have continued to pursue advanced training in the same
11industry; and
12 WHEREAS, this information is not available without data sharing agreements
13between Louisiana's local education agencies and the state Department of Education, the
14Louisiana Workforce Commission, and the Board of Regents; and
15 WHEREAS, representatives from the state Department of Education, the Louisiana
16Workforce Commission, and the Louisiana School Boards Association testified during the
17House Committee on Education meeting held May 13, 2020, that such agreements can and
18will be pursued in a cooperative manner in order to perform the analysis necessary for
19evaluation of the Jump Start program.
20 THEREFORE, BE IT RESOLVED that the House of Representatives of the
21Legislature of Louisiana does hereby urge and request the state Department of Education,
22the Louisiana Workforce Commission, and the Board of Regents, in consultation with the
23Louisiana School Boards Association, to jointly prepare and submit a report to the House
24Committee on Education not later than December 31, 2020, relative to the status of data
25sharing agreements and related efforts underway to obtain and analyze data needed for
26evaluation of the Jump Start program.
27 BE IT FURTHER RESOLVED that such data shall include, at minimum, the
28following relative to Jump Start graduates and the industry-based certifications or credentials
29earned through the Jump Start program: which specific industry-based certifications and
30credentials are being earned; whether or not the students enter a public postsecondary

1education institution pursuing a degree, certification, or credential related to such
2certifications or credentials; and whether or not they enter the workforce in an occupation
3related to such certifications or credentials.
4 BE IT FURTHER RESOLVED that such report should outline any legal or
5operational challenges that may require legislative remedies to obtain and analyze the data
6needed to fully evaluate the effectiveness of the Jump Start program and any
7recommendations to address such challenges.
8 BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the
9state superintendent of education, the secretary of the Louisiana Workforce Commission, the
10commissioner of higher education, and the executive director of the Louisiana School
11Boards Association.
