SENATE BILL NO. 100

POSTSECONDARY ED.  Provides for a historically black college and university
designation within the master plan for postsecondary education. (gov sig)
1	AN ACT
2 To enact R.S. 17:3128(B)(4), relative to the master plan for postsecondary education; to
3 provide for a historically black college and university designation within the master
4 plan; and to provide for related matters.
5 Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 17:3128(B)(4) is hereby enacted to read as follows:
7 ยง3128. Power to formulate master plan; mission establishment

10	(4) The Board of Regents shall include a historically black college and
11 university (HBCU) designation within the master plan. For an institution
12 designated as a HBCU, the Board of Regents shall consider the institution's
13 historical statewide and national role when devising the institution's mission
14 statement.
15 Section 2.  This Act shall become effective upon signature by the governor or, if not
16 signed by the governor, upon expiration of the time for bills to become law without signature
17 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If

1 vetoed by the governor and subsequently approved by the legislature, this Act shall become
2 effective on the day following such approval.

Present law requires the Board of Regents to formulate and make timely revision of a master
plan for postsecondary education that includes a formula for the equitable distribution of
funds to institutions of postsecondary education.
Present law requires the board to establish a mission for each public university system and
for each institution within each system and to include the mission statements in the master
plan. Further requires the board to review and revise, as necessary, the master plan for
postsecondary education and the mission statements for each public college and university
system at least once every four years.
Present law requires the board to report annually to the legislature and the governor on the
status of higher education relative to the mission statements, including revisions since the
last report and any recommendations for legislative or gubernatorial action.
Proposed law retains present law and additionally requires the board to include a historically
black college and university (HBCU) designation within the master plan. Further requires
the board to consider the historical statewide and national role of a HBCU when devising
the mission statement of the institution.
Effective upon signature of the governor or lapse of time for gubernatorial action.
