WEAPONS.  Exempts active duty members and reserve members of the armed forces of the
United States residing in Louisiana  from fees associated with concealed carry permits.

1	AN ACT
2 To amend and reenact R.S. 40:1379.3(W), relative to statewide permits for concealed
3 handguns; to exempt active duty or reserve members of the armed forces of the
4 United States from concealed handgun permit fees; and to provide for related
5 matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 40:1379.3(W) is hereby amended and reenacted to read as follows:
8 §1379.3. Statewide permits for concealed handguns; application procedures;

11	W.(1) Notwithstanding any provision of law to the contrary, the following
12 persons shall be exempt from all fees associated with the five-year or lifetime
13 concealed carry permit:
14	an active (1) An active duty member or reserve member of the armed forces
15 of the United States shall pay one half of the annual fee provided for in Paragraph
16 (H)(2) of this Section for a five-year permit, or if applying for a lifetime concealed
17 handgun permit, he shall prepay that fee for a total of ten years at the time the

1 application for the lifetime concealed handgun permit is made.
2	(2)(a) A veteran of the armed forces of the United States shall be exempt
3 from all fees associated with the five-year permit or lifetime concealed carry permit.
4	(3)(b) For the purposes of this Subsection Paragraph, "veteran" shall mean
5 any honorably discharged veteran of the armed forces of the United States including
6 reserve components of the armed forces, the Army National Guard, the Air National
7 Guard, the United States Public Health Service Commissioned Corps, and any other
8 category of persons designated by the president in time of war or emergency.
9 Section 2.  This Act shall become effective upon signature by the governor or, if not
10 signed by the governor, upon expiration of the time for bills to become law without signature
11 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
12 vetoed by the governor and subsequently approved by the legislature, this Act shall become
13 effective on the day following such approval.

Present law provides that active duty or reserve members of the U.S. armed forces are
required to pay only ½ of the annual $25 fee provided for in present law for a five-year
concealed handgun permit, or if applying for a lifetime permit, are to prepay that fee for a
total of 10 years at the time the application is made.
Proposed law deletes present law and provides that active duty or reserve members of the
U.S. armed forces are exempt from all fees associated with a five-year or lifetime concealed
handgun permit.
Effective upon signature of the governor or lapse of time for gubernatorial action.
