DIGEST SB 436 Original 2020 Regular Session Jackson Present constitution establishes the state civil service and provides that it includes all persons holding offices and positions of trust or employment in the employ of the state, or any instrumentality thereof, and any joint state and federal agency, joint state and parochial agency, or joint state and municipal agency, regardless of the source of the funds used to pay for such employment. Provides an exception for members of the state police service and persons holding offices and positions of any municipal board of health or local governmental subdivision. Present law provides that except as provided in the constitution and as may otherwise be authorized by the State Civil Service Commission, all employees of a public housing authority, except authority members, the executive director, and one other employee whom the authority shall designate and employ, and except professional employees employed on a contract basis, shall be in the classified state civil service. Present law makes an exception for employees of the public housing authorities of New Orleans, Cottonport, Denham Springs, Oil City, and Lafayette. Proposed law adds the employees of the Monroe Housing Authority to the list of employees of public housing agencies excepted from state civil service. Effective August 1, 2020.
