(8/1/20) 1 AN ACT 2 To amend and reenact R.S. 40:1379.3(W), relative to permits for concealed handguns; to 3 provide for issuance of statewide permits to certain veterans; to define a veteran; and 4 to provide for related matters. 5 Be it enacted by the Legislature of Louisiana: 6 Section 1. R.S. 40:1379.3(W) is hereby amended and reenacted to read as follows: 7 ยง1379.3. Statewide permits for concealed handguns; application procedures; 8 definitions 9 * * * 10 W.(1) Notwithstanding any provision of law to the contrary, and except as 11 provided in Subparagraph (3)(c) of this Subsection, an active duty member or 12 reserve member of the armed forces of the United States shall pay one half of the 13 annual fee provided for in Paragraph (H)(2) of this Section for a five-year permit, or 14 if applying for a lifetime concealed handgun permit, he shall prepay that fee for a 15 total of ten years at the time the application for the lifetime concealed handgun 16 permit is made. 17 (2) A veteran of the armed forces of the United States shall be exempt from Page 1 of 2 Coding: Words which are struck through are deletions from existing law; words in boldface type and underscored are additions. SB NO. 462 SLS 20RS-861 ORIGINAL 1 all fees associated with the five-year permit or lifetime concealed carry permit. 2 (3) For the purposes of this Subsection, "veteran" shall mean either of the 3 following persons: 4 (a) any Any honorably discharged veteran of the armed forces of the United 5 States including reserve components of the armed forces, the Army National Guard, 6 the Air National Guard, the United States Public Health Service Commissioned 7 Corps, and any other category of persons designated by the president in time of war 8 or emergency. 9 (b) Any active or reserve service member of the armed forces who has 10 achieved veteran status, as evidenced by the issuance of a DD214 for other than 11 training purposes. DIGEST SB 462 Original 2020 Regular Session Reese Present law authorizes issuance of a concealed handgun permit to qualified applicants which is valid in all parishes of the state. Provides for issuance of a five year permit by payment of $25.00. Present law authorizes an active duty member or reserve member of the armed forces of the U.S. to receive a concealed handgun permit upon payment of one half of the $25 fee for a five permit and authorizes prepayment of the fee if applying for a lifetime concealed handgun permit. Present law provides that a veteran of the armed forces is exempt from all fees associated with the five-year permit or lifetime concealed carry permit. Present law defines "veteran" any honorably discharged veteran of the armed forces of the U.S. including reserve components of the armed forces, the Army National Guard, the Air National Guard, the U.S. Public Health Service Commissioned Corps, and any other category of persons designated by the president in time of war or emergency. Proposed law retains present law but provides that "veteran" also means any active or reserve service member of the armed forces who has achieved veteran status, as evidenced by the issuance of a DD214 for other than training purposes.
