SLS 20RS-245 ORIGINAL 2020 Regular Session SENATE BILL NO. 56 BY SENATOR FIELDS BESE. Provides for a student member on the State Board of Elementary and Secondary Education. (See Act) 1 AN ACT 2 To enact R.S. 17:2.2, relative to the State Board of Elementary and Secondary Education; 3 to provide for the election, term of office, and membership privileges and rights of 4 a student member on the board; to provide for an effective date; and to provide for 5 related matters. 6 Be it enacted by the Legislature of Louisiana: 7 Section 1. R.S. 17:2.2 is hereby enacted to read as follows: 8 ยง2.2. Student membership on the board 9 A. There shall be one student member on the State Board of Elementary 10 and Secondary Education. The student member shall be elected to the board by 11 and from the membership of an association composed of the student body 12 councils of the public high schools of the state. The board shall establish 13 procedures for the election of the student member to assure representation from 14 each region of the state within a reasonable number of years to be established 15 by the board. The student member shall be elected at the annual convention of 16 the association. 17 B. The student member shall have all the privileges and rights of other 4 board members and shall receive travel and other expenses as is provided for 5 other members of the board. If the student member is a minor, he shall be 6 accompanied by an adult chaperone at each meeting. The chaperone shall 7 receive reimbursement for travel and other expenses as is provided for 8 members of the board. 9 D. A vacancy in the office of the student member shall be filled for the 10 unexpired portion of the term in the manner as provided in Subsection A of this 11 Section and as otherwise provided by the board. 12 Section 2. This Act shall take effect and become operative if and when the proposed 13 amendment of Article VIII, Section 8(B) of the Constitution of Louisiana contained in the 14 Act which originated as Senate Bill No. _____ of this 2020 Regular Session of the 15 Legislature is adopted at the statewide election to be held on November 3, 2020, and 16 becomes effective. DIGEST SB 56 Original 2020 Regular Session Fields Proposed law provides for a student member on the State Board of Elementary and Secondary Education (BESE) who shall be elected by and from the membership of an association composed of the student body councils of the public high schools of the state. BESE shall establish procedures for the election of the student member to assure representation from each region of the state within a reasonable number of years. The student member shall be elected at the annual convention of the association. Proposed law provides the student member shall be elected for a one-year term beginning on June first of each year. The student member shall serve until his successor takes office. Proposed law provides the student member shall have all the privileges and rights of other BESE members and shall receive the same travel and expenses as is provided for other BESE members. Proposed law provides that if the student member is a minor, he shall be accompanied by an adult chaperone at each BESE meeting. Proposed law additionally provides that the chaperone shall receive reimbursement for travel and other expenses, as is provided for BESE members. Effective if and when the proposed amendment of Article VIII, Section 8(B) of the Constitution of Louisiana contained in the Act which originated as SB ____ of the 2020 RS is adopted at the statewide election to be held on November 3, 2020, and becomes effective.
