RÉSUMÉ DIGEST ACT 58 (SB 84) 2020 Regular Session Fields Present constitution provides for the Education Excellence Fund (EEF), which is part of the constitutionally established Millennium Trust Fund, to receive a specified share of the state's proceeds from the "Tobacco Settlement". Present constitution provides that monies available to be appropriated annually shall be allocated to each city, parish, or other local school board on a pro rata basis based on the ratio of the student population of the school or school system to that of the total state student population. Further provides that a portion of the funds shall be appropriated to BESE-approved private elementary and secondary schools, and other schools. Prior law provided that before the monies can be disbursed to any school or school system, the state Department of Education (DOE) must review and approve the expenditure plans and submit and present the plans to the Senate and House education committees for approval. New law requires DOE to submit the plans to the education committees for approval by November 15th of each year. Effective upon signature of the governor (June 5, 2020). (Amends R.S. 17:3805(B))
