2020 Regular Session ENROLLED SENATE CONCURRENT RESOL UTION NO. 16 BY SENATOR PEACOCK A CONCURRENT RESOL UTION To commend Lisa Burns, principal of W. T. Lewis Elementary School, upon receipt of the 2020 Elementary Principal of the Year honor awarded by the Louisiana State Department of Education and recognizes her many contributions to the education profession. WHEREAS, Lisa Burns has served as an educator in the Bossier Parish school system for twenty-two years and began her journey in administrative duties in 2008 as the first assistant principal at W. T. Lewis Elementary; and in 2018, she was selected as Bossier Parish Elementary Principal of the Year; and WHEREAS, Ms. Burns is an exceptional administrator who has devoted many hours to the development of a positive learning environment for student academic growth and meaningful objectives and intensive support to advance teacher proficiency and professional development; and WHEREAS, under her tutelage, W. T. Lewis Elementary has maintained an exceptional standard of excellence having earned an "A" rating for each year of her principalship, and was recognized by the Louisiana State Department of Education in 2018 as a Top Gains School and an Equity Honoree; and WHEREAS, Lisa Burns considers her responsibilities as an educator are to demonstrate leadership, motivation, and innovation; she expresses these obligations with inspiration and encouragement so that her students may develop a lifelong interest in learning and acquire those analytical skills necessary to become effective decision-makers and problem-solvers; and WHEREAS, her teaching philosophy is a simple one: each year she sets identifiable goals for herself, the teaching staff, and the student body; and Page 1 of 3 SCR NO. 16 ENROLLED WHEREAS, Ms. Burns believes that each school year should provide new opportunities that contribute to the continuity of a student's personal and academic development; each student is an individual with his own learning needs, strengths, weaknesses, and dreams of a successful future, and as a principal, it is her duty and privilege to help all of her students in their journey; and WHEREAS, Ms. Burns also believes that students excel in an environment where they are loved and supported by inspired and empowered educators working together to help every child succeed; and WHEREAS, the process for selecting a Louisiana Principal of the Year begins at the local level with each district superintendent or public charter school district making selections that are then forwarded to the Louisiana State Department of Education for competition at the statewide level; the selected nominees compete as elementary, middle school, or high school principals; and WHEREAS, on Friday, July 19, 2019, Lisa Burns and other state-level honorees were celebrated at the Thirteenth Annual Cecil J. Picard Educator Excellence Awards Gala in Baton Rouge; and WHEREAS, the annual competition, hosted by the Louisiana State Department of Education and the Dream Teachers nonprofit organization, recognizes outstanding individual achievement and exemplifies the highest honor bestowed on administrators by the department; and WHEREAS, Lisa Burns has used her many talents to promote academic success in Bossier Parish and she exemplifies the best qualities of an administrator who encourages her students to excel in their academic, spiritual, and leadership roles as they advance to become good citizens in their community; and WHEREAS, Ms. Burns has proved to be a caring educator and administrator whose dedication to high academic standards has been a priceless gift to the state of Louisiana. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby commend and congratulate Lisa Burns upon her receipt of the 2020 Elementary Principal of the Year honor awarded by the Louisiana State Department of Education and recognizes her many contributions to the education profession.
