SENATE CONCURRENT RESOL UTION NO. 19

COMMENDATIONS.  Commends  the International Association of Drilling Contractors for
80 years of leadership in the oil and gas drilling industry.
1	A CONCURRENT RESOL UTION
2 To commend the International Association of Drilling Contractors for eighty years of
3 leadership in the oil and gas industry and for the corporate responsibility,
4 environmental safety, and operational excellence practiced by its individual
5 members.
6 WHEREAS, in 1940, a group of visionaries, understanding the need for a collective
7 voice advocating for the interest of oil and gas drilling contractors, formed the International
8 Association of Drilling Contractors, commonly known as IADC, which today exemplifies
9 the ideal model of leadership in the drilling industry and is committed to the core values of
10 safety and environmental stewardship, and the continuous improvement of personnel,
11 processes, and technology; and
12 WHEREAS, as a nonprofit trade association, IADC has over one thousand members,
13 seventeen regional chapters, and seven student chapters, including one at Louisiana State
14 University, and has accredited the training of over 1.7 million persons employed in the oil
15 and gas industry, thereby cultivating the necessary workforce collaboration that has
16 developed an exacting science to make once unreachable oil and gas resources otherwise
17 accessible in many parts of the world; and
18 WHEREAS, during the eighty years since its formation, IADC's footprint in the

1 drilling industry has expanded from representing companies drilling on land in the United
2 States to a global reach on six continents with members that include an industrial supply
3 chain enabling the successful construction of both onshore and offshore wells and playing
4 a central role in facilitating access to the world's oil and gas resources; and
5 WHEREAS, IADC possesses a preeminent worldwide reputation for operational
6 excellence with the integration of its best practices reflected in the regulatory frameworks
7 of several major oil and gas producing countries; and
8 WHEREAS, IADC's compendium of industry-leading reference media and periodical
9 resources informs more than 1.5 million industry stakeholders each year and the global
10 distribution of these materials has been crucial to informing national authorities charged with
11 developing vital compliance initiatives for nascent oil and gas industry activities.
12 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
13 commend the International Association of Drilling Contractors for eighty years of
14 competence and professionalism, unwavering diligence, and commitment in support of the
15 transformational drilling industry that sustains the energy intensive demands of modern
16 society.
17 BE IT FURTHER RESOLVED that the current and past member companies and staff
18 of the International Association of Drilling Contractors are further commended and
19 congratulated for their incessant pursuit of operational excellence, safety of the environment,
20 corporate responsibility, and contribution to the communities in which the association's
21 members operate.
22 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
23 corporate headquarters of the International Association of Drilling Contractors in
24 Houston, Texas.
