2020 Regular Session ENROLLED SENATE CONCURRENT RESOL UTION NO. 19 BY SENATOR CORTEZ A CONCURRENT RESOL UTION To commend the International Association of Drilling Contractors for eighty years of leadership in the oil and gas industry and for the corporate responsibility, environmental safety, and operational excellence practiced by its individual members. WHEREAS, in 1940, a group of visionaries, understanding the need for a collective voice advocating for the interest of oil and gas drilling contractors, formed the International Association of Drilling Contractors, commonly known as IADC, which today exemplifies the ideal model of leadership in the drilling industry and is committed to the core values of safety and environmental stewardship, and the continuous improvement of personnel, processes, and technology; and WHEREAS, as a nonprofit trade association, IADC has over one thousand members, seventeen regional chapters, and seven student chapters, including one at Louisiana State University, and has accredited the training of over 1.7 million persons employed in the oil and gas industry, thereby cultivating the necessary workforce collaboration that has developed an exacting science to make once unreachable oil and gas resources otherwise accessible in many parts of the world; and WHEREAS, during the eighty years since its formation, IADC's footprint in the drilling industry has expanded from representing companies drilling on land in the United States to a global reach on six continents with members that include an industrial supply chain enabling the successful construction of both onshore and offshore wells and playing a central role in facilitating access to the world's oil and gas resources; and WHEREAS, IADC possesses a preeminent worldwide reputation for operational excellence with the integration of its best practices reflected in the regulatory frameworks of several major oil and gas producing countries; and Page 1 of 2 SCR NO. 19 ENROLLED WHEREAS, IADC's compendium of industry-leading reference media and periodical resources informs more than 1.5 million industry stakeholders each year and the global distribution of these materials has been crucial to informing national authorities charged with developing vital compliance initiatives for nascent oil and gas industry activities. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby commend the International Association of Drilling Contractors for eighty years of competence and professionalism, unwavering diligence, and commitment in support of the transformational drilling industry that sustains the energy intensive demands of modern society. BE IT FURTHER RESOLVED that the current and past member companies and staff of the International Association of Drilling Contractors are further commended and congratulated for their incessant pursuit of operational excellence, safety of the environment, corporate responsibility, and contribution to the communities in which the association's members operate. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the corporate headquarters of the International Association of Drilling Contractors in Houston, Texas.
