SENATE CONCURRENT RESOL UTION NO. 20
BY SENATOR CORTEZ 
LEGIS POWERS/FUNCTIONS.  Suspends certain legal requirements as a result of
emergency health measures relative to the Coronavirus.
1	A CONCURRENT RESOL UTION
2 To suspend until August 1, 2020, certain general legal requirements including specifically
3 listed requirements as a result of preventive health measures being undertaken to
4 limit the spread of the Coronavirus.
5 WHEREAS, the Coronavirus has caused an immediate health care crisis in our state
6 and nation and efforts to contain the spread of this virus to the people of Louisiana,
7 particularly those who are most susceptible due to age and health care issues; and
8 WHEREAS, in accordance to the directives from Governor John Bell Edwards as
9 indicated in Proclamations JBE 2020-25 and JBE 2020-27 to reduce and limit the spread of
10 the Coronavirus (COVID-19) and in addition to the suspension of regulatory statutes
11 contained in these Proclamations various statutory requirements should be suspended. 
12 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana hereby suspends
13 all deadlines in legal proceedings, including liberative prescriptive and peremptive periods
14 in all courts, administrative agencies, and boards until August 1, 2020, including but not
15 limited to nonconstitutionally mandated deadlines in criminal proceedings and any deadlines
16 set for in the following:
17 (1)Louisiana Civil Code.
18 (2)Louisiana Code of Civil Procedure.

1 (3)Title 9 of the Louisiana Revised Statutes of 1950, (Civil Code Ancillaries).
2 (4)Title 13 of the Louisiana Revised Statutes of 1950, (Courts and Judicial
3	Procedure).
4 (5)Chapter 10 of Title 23 of the Louisiana Revised Statutes of 1950, (Workers'
5	Compensation).
6 (6)Chapter 5-D of Title 40 of the Louisiana Revised Statutes of 1950, (Medical
7	Malpractice)
8 BE IT FURTHER RESOLVED that the Legislature of Louisiana hereby suspends
9 the following specific legal requirements until August 1, 2020:
10 (1) R.S. 17:154.1 regarding the minimum length of a school day for grades one
11 through twelve and the minimum length of a school year for the 2019-2020 school year.
12 (2) R.S. 17:154.3 regarding the number of days a teacher is to work per school year
13 for the 2019-2020 school year.
14 (3) R.S. 11:513, 703, 1543 regarding the number and frequency of meetings to be
15 held by state or statewide retirement systems, as applicable.
16 (4) All requirements involving the number and frequency of meetings for local
17 governmental subdivisions and other political subdivisions as defined in Article VI, Section
18 44 of the Constitution of Louisiana.
19 BE IT FURTHER RESOLVED that this suspension shall become effective upon
20 adoption of this Resolution and shall extend until August 1, 2020.

Further specifically suspends the following legal requirements until August 1, 2020:

the 2019-2020 school year.

VI, ยง44.
Effective until August 1, 2020.
