SENATE CONCURRENT RESOL UTION NO. 29
BY SENATOR HEWITT AND REPRESENTATIVE WRIGHT 
CONGRESS.  Memorializes Congress to call a convention to amend the constitution to
establish term limits for members of the United States House of Representatives and Senate.
1	A CONCURRENT RESOL UTION
2 To memorialize the Congress of the United States to call a convention pursuant to Article
3 V of the Constitution of the United States, to consider amending the constitution to
4 establish term limits for members of the United States House of Representatives and
5 Senate.
6 WHEREAS, the current lack of term limits grants an almost insurmountable
7 advantage of power and money to congressional incumbents; and
8 WHEREAS, term limits ensure valuable turnover of legislators to prevent the
9 entrenched influence of special interest groups and guarantee an influx of new thoughts and
10 ideas; and
11 WHEREAS, congressional term limits would create a greater opportunity for veteran
12 state and local legislators as well as citizens with real-world experience to represent their
13 communities; and
14 WHEREAS, Louisiana citizens have already expressed support for the
15 implementation of term limits through voting in favor of an amendment to the Louisiana
16 Constitution of 1974, mandating that members of the Legislature of Louisiana serve no more
17 than three terms; and
18 WHEREAS, some members of Louisiana's congressional delegation have already

1 pledged to cosponsor and vote for an amendment limiting members of the United States
2 House of Representatives to three terms and members of the United States Senate to two
3 terms.
4 THEREFORE, BE IT RESOLVED that pursuant to Article V of the Constitution of
5 the United States, the Legislature of Louisiana hereby applies to the Congress of the United
6 States to call a convention to consider an amendment to the Constitution of the United States
7 to set a limit on the number of terms that a person may be elected as a member of the United
8 States House of Representatives and to set a limit on the number of terms that a person may
9 be elected as a member of the United States Senate.
10 BE IT FURTHER RESOLVED that this application by the Legislature of Louisiana
11 constitutes a continuing application pursuant to Article V of the Constitution of the United
12 States, until such time as two-thirds of the legislatures of the several states have made
13 similar applications, and the convention herein applied for is convened.
14 BE IT FURTHER RESOLVED that a copy of this Resolution shall be transmitted
15 to the president of the United States, the secretary of the United States Senate, and the clerk
16 of the United States House of Representatives, and each member of the Louisiana delegation
17 to the United States Congress.
