2020 Regular Session ENROLLED SENATE CONCURRENT RESOL UTION NO. 36 BY SENATORS CORTEZ, ABRAHAM, ALLAIN, BARROW, BERNARD, BOUDREAUX, BOUIE, CARTER, CATHEY, CLOUD, CONNICK, FESI, FIELDS, FOIL, HARRIS, HENRY, HENSGENS, HEWITT, JACKSON, JOHNS, LAMBERT, LUNEAU, MCMATH, MILLIGAN, FRED MILLS, ROBERT MILLS, MIZELL, MORRIS, PEACOCK, PETERSON, POPE, PRICE, REESE, SMITH, TALBOT, TARVER, WARD, WHITE AND WOMACK A CONCURRENT RESOL UTION To commend Joe Burrow on his accomplishments as quarterback of the Louisiana State University Fighting Tigers and on being the recipient of the 2019 Heisman Trophy and numerous awards and accolades. WHEREAS, Joseph Lee Burrow was born in Ames, Iowa, on December 10, 1996, and is the son of Jim and Robin Burrow; and WHEREAS, at the age of six, he attended the Rose Bowl with his father and not long after, he began playing in youth football leagues; and WHEREAS, Joe started out as a quarterback because his first youth team had no one else who could play the position; and WHEREAS, he attended Athens High School from 2011 to 2014 in The Plains, Ohio, leading the school to three straight playoff appearances and the school's first seven playoff victories in school history; and WHEREAS, during his career, Joe passed for eleven thousand four hundred sixteen yards with one hundred fifty-seven passing touchdowns and rushed for two thousand sixty-seven yards with twenty-seven rushing touchdowns; and WHEREAS, he received the state's Mr. Football Award and the Gatorade Player of the Year Award as a senior in 2014, and the Bulldogs went 14-1 that season; and WHEREAS, he committed to Ohio State University (Ohio State) to play football and after redshirting his first year, Joe spent the next two years as a backup quarterback, and over the two years, he played in ten games, completing twenty-nine of thirty-nine passes for two hundred eighty-seven yards and two touchdowns; and WHEREAS, realizing that he would not be named the starting quarterback at Ohio State, he transferred to Louisiana State University (LSU) on May 20, 2018, having graduated Page 1 of 5 SCR NO. 36 ENROLLED from Ohio State in three years and securing his immediate eligibility as a graduate transfer; and WHEREAS, in his first year at LSU, he became the starting quarterback as a redshirt junior, and in an early season road trip to Auburn University, Joe threw for two hundred forty-nine yards and a touchdown enroute to a 22-21 win; and WHEREAS, he was named Southeastern Conference (SEC) Offensive Player of the Week following the victory, and again earned SEC Offensive Player of the Week honors following a two hundred ninety-two yard, three-touchdown performance against the University of Mississippi (Ole Miss) two weeks later; and WHEREAS, Joe played an integral part in the Tigers achieving a 10-3 record, including a win over the University of Central Florida in the Fiesta Bowl and a number six ranking in the final AP Poll, finishing the season with two thousand eight hundred ninety-four yards passing, sixteen touchdowns, three hundred ninety-nine rushing yards, and seven rushing touchdowns; and WHEREAS, in 2019, he was LSU's starting quarterback heading into his redshirt senior season, and in the Tigers' season opener against Georgia Southern University, Joe threw for two hundred seventy-eight yards and five touchdowns in a 55-3 win, and was later named SEC Co-Offensive Player of the Week with Tua Tagovailoa, quarterback for the University of Alabama; and WHEREAS, in a week two road trip to the University of Texas, Joe threw for four hundred seventy-one yards, four touchdowns, and an interception in the 45-38 win, and his yardage was the second highest in school history and the most since Rohan Davey's five hundred twenty-eight yards against the University of Alabama in 2001; and WHEREAS, he was named Walter Camp National Offensive Player of the Week and SEC Offensive Player of the Week following the performance, and earned his third SEC Offensive Player of the Week honors on September 21, during LSU's game against Vanderbilt University, throwing for three hundred ninety-eight yards and a school-record-setting six passing touchdowns in the Tigers' 66-38 win, becoming the first LSU quarterback to ever throw for three hundred fifty yards in three consecutive games; and WHEREAS, in a 42-6 win over Utah State University, Joe threw for three hundred Page 2 of 5 SCR NO. 36 ENROLLED forty-four yards and five touchdowns, and became the first ever Tiger quarterback to throw for three hundred-plus yards in four consecutive games; and WHEREAS, that streak ended the following week against the University of Florida, but his two hundred ninety-three yards and three touchdown passes led the Tigers to another 42-28 win; and WHEREAS, the next week, Joe eclipsed the LSU single-season passing touchdowns record of twenty-eight when he added four more in a win against Mississippi State University and led the Tigers to another top-ten win, breaking the LSU record for career three hundred-yard games with a three hundred twenty-one-yard, two-total-touchdown performance against Auburn University; and WHEREAS, the game against the University of Alabama was highly anticipated as the highest ranked showdown between the two schools since the 2012 NCAA Division I Bowl Championship Series (BCS) National Championship Game, and the game featured two leading candidates for the Heisman Trophy in Joe and Tua Tagovailoa; and WHEREAS, the Tigers were victorious in a 46-41 shootout with Joe passing for three hundred ninety-three yards and three touchdowns in the game, and was again named Walter Camp National Offensive Player of the Week and SEC Co-Offensive Player of the Week, sharing the latter with teammate Clyde Edwards-Helaire; and WHEREAS, the following week against Ole Miss, Joe threw for four hundred eighty-nine yards and five touchdown passes, and passed LSU's single-season passing yards record set by Rohan Davey in 2001, and also set the LSU record of consecutive completed passes with seventeen during the game; and WHEREAS, on November 30, Joe played an integral part in LSU securing an undefeated regular season with a 50-7 blowout win over Texas A&M, throwing for three hundred fifty-two yards and three touchdowns, setting the all-time SEC record for single-season passing yards, and tying the conference record for single-season touchdowns; and WHEREAS, Joe took sole possession of the SEC single-season touchdown record the following week in the SEC Championship Game, throwing for four touchdowns in LSU's dominant 37-10 win over the University of Georgia and securing the Tigers' place in the Page 3 of 5 SCR NO. 36 ENROLLED College Football Playoff; and WHEREAS, on December 14, 2019, he was awarded the 2019 Heisman Trophy, winning by the largest margin in the history of the award and also earning the highest share of possible points available; and WHEREAS, in the playoff semifinal game at the 2019 Peach Bowl, Joe recorded twenty-nine of thirty-nine pass attempts for four hundred ninety-three passing yards and seven passing touchdowns, as well as five rushes for twenty-two rushing yards and a rushing touchdown in a 63-28 victory over the fourth-ranked University of Oklahoma Sooners; and WHEREAS, in the 2020 NCAA Division I Football Bowl Subdivision (FBS) National Championship Game against Clemson University, Joe threw for four hundred sixty-three yards with six touchdowns, which led LSU to a 42-25 victory and him being named the game's Offensive Most Valuable Player; and WHEREAS, Joe Burrow finished his 2019 season with sixty passing touchdowns, breaking the single-season FBS record of fifty-eight, and five thousand six hundred seventy-one passing yards which ranks third all-time in a FBS season; and WHEREAS, his passer rating of 202.0 for the season is also a record, and several sportswriters deemed the season to be the greatest ever by a college quarterback; and WHEREAS, in addition to the Heisman Trophy, Joe also received the Maxwell Award, Walter Camp Award, Johnny Unitas Golden Arm Award, Davey O'Brien Award, and Manning Award, and was named AP College Football Player of the Year, Sporting News Player of the Year, Unanimous All-American, SEC Offensive Player of the Year, and First Team All-SEC; and WHEREAS, in addition to his many achievements in football, Joe Burrow is a deeply beloved member of the state of Ohio and the state of Louisiana who has earned the respect and admiration of countless citizens by demonstrating impeccable leadership and a commitment to excellence that is truly commendable. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby commend and congratulate Joe Burrow on a remarkable collegiate football career, does hereby recognize and record for posterity his achievements on the gridiron, and does hereby extend to him best wishes for continued success and happiness in all of his future endeavors.
