BLANC, STAGNI, STEFANSKI, TARVER, THOMAS, THOMPSON, TURNER, VILLIO, WHEAT, WHITE, WILLARD, WRIGHT AND ZERINGUE A CONCURRENT RESOL UTION To urge and request the Grand Bayou Floodgate in Lafourche Parish be named the "Reggie P. Bagala Floodgate" in honor of the late District 54 state representative. WHEREAS, Reggie Paul Bagala was elected in 2019 to serve as the state representative for District 54 which includes Central and South Lafourche Parish as well as the town of Grand Isle; and WHEREAS, Representative Bagala was sworn in on January 13, 2020, and passed away on April 9, 2020, after a battle with COVID-19; and WHEREAS, the Louisiana Legislature desires to honor the passing of this public servant by naming a new floodgate in District 54 in his honor; and WHEREAS, the South Lafourche Levee District (SLLD), on behalf of the Coastal Protection and Restoration Authority (CPRA), opened public bids for the Grand Bayou Floodgate on May 19, 2020; and Page 1 of 2 SCR NO. 75 ENROLLED WHEREAS, the Grand Bayou Floodgate is located along the Morganza Spillway to the Gulf (MGT) Hurricane Protection Alignment protecting Lafourche and Terrebonne parishes; and WHEREAS, to date thirteen navigable floodgates have been constructed along this federal alignment using only state and local funding; and WHEREAS, the Grand Bayou Floodgate will become the fourteenth floodgate along the MTG alignment and the first to be totally within House District 54 in Lafourche Parish; and WHEREAS, besides CPRA and SLLD, the North Lafourche Levee District (NLLD) and Terrebonne Levee and Conservation District (TLCD) have been involved in the planning and construction of this vital floodgate; and WHEREAS, with the concurrence of CPRA, NLLD, and TLCD; SLLD plans on awarding the bids for this $18.5 million floodgate and it is expected that this floodgate will be completed by late 2021; and WHEREAS, the bidding and construction of this major flood protection structure will be done within the four-year term for which Reggie Bagala was elected. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request that the Coastal Protection and Restoration Authority, the South Lafourche Levee District, the North Lafourche Levee District, and Terrebonne Levee and Conservation District agree to name the Grand Bayou Floodgate in Lafourche Parish the "Reggie P. Bagala Floodgate" in honor of the late state representative. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the Coastal Protection and Restoration Authority, the South Lafourche Levee District, the North Lafourche Levee District, and Terrebonne Levee and Conservation District.
