2020 Regular Session ENROLLED SENATE RESOLUTION NO. 12 BY SENATORS LAMBERT, ABRAHAM, ALLAIN, BERNARD, CARTER, CATHEY, CLOUD, CONNICK, CORTEZ, FESI, FIELDS, FOIL, HENSGENS, HEWITT, JOHNS, LUNEAU, MCMATH, MILLIGAN, ROBERT MILLS, MIZELL, MORRIS, PEACOCK, POPE, REESE, TALBOT, TARVER, WARD, WHITE AND WOMACK A RESOLUTION To commend the Honorable James R. "Jim" Fannin upon a career of distinguished public service as a member of the Legislature of Louisiana and for his many outstanding contributions to the betterment of the state. WHEREAS, Jim Fannin began his lengthy stint of public service with election to both the Jackson Parish Police Jury and the parish school board; and WHEREAS, Jim Fannin has rendered exemplary service to his constituency during his sixteen-year tenure as an elected member of both houses of the Legislature of Louisiana, providing steadfast and effective representation for House of Representatives District 13, when first elected in 2003; then, after three terms, winning election to the Senate District 35 seat in 2015; and serving this body with prestige and distinction for four years; and WHEREAS, during his time in the legislature, he faithfully serviced the constituency of the parishes of Bienville, Lincoln, Jackson, Ouachita, Winn, Grant, and Rapides; and WHEREAS, during his term in the House of Representatives, Jim Fannin garnered house committee assignments and served as chairman of the House Appropriations Committee (2008-2016) and as chairman of the Joint Legislative Committee on the Budget (2010-2011 and 2014-2015), and he also served on the House Committee on Agriculture, Forestry, Aquaculture, and Rural Development, the House Committee on Education, the House Committee on Transportation, Highways, and Public Works, the House Committee on Commerce, the House Committee on Natural Resources, the House Legislative Services Council, the Legislative Budgetary Control Council, the Joint Legislative Committee on Capital Outlay, and the State Bond Commission; and WHEREAS, upon his subsequent election to the upper chamber, he was keen to bring Page 1 of 3 SR NO. 12 ENROLLED his agribusiness background and fiscal insight to full measure with service on the standing committees of Finance, Senate and Governmental Affairs, Transportation, Highways and Public Works, and Agriculture, Forestry, Aquaculture, and Rural Development as vice chairman; and WHEREAS, Senator Fannin oversaw the state's funding and budgetary matters with resourceful aplomb with appointment to the Joint Legislative Committee on the Budget and the Joint Legislative Committee on Capital Outlay; and WHEREAS, he penned legislation to address the issues of taxation, state and local funding, farming interests, groundwater rights, uniform construction regulations, commercial regulations, and career education; and WHEREAS, as a legislator, Jim Fannin has received copious awards from numerous organizations that include the Coordinating and Development Corporation, the North Delta Area Agency on Aging, the Louisiana Family Forum, the LSU Fire and Emergency Training Institute, Arcadia Gas Storage, Chesapeake Energy, the Louisiana Council on Aging, the Rural Hospital Coalition, the Louisiana Association of Public Health Advocates, the Monroe Chamber of Commerce, and Louisiana Right to Life; and he received the Gentleman of the House award from his peers in the House of Representatives in 2009; and WHEREAS, many civic and nonprofit agencies have benefitted from his expertise and active participation which include the Louisiana Cattlemen's Association, Jackson Parish Cattlemen's Association, Jackson Parish Chamber of Commerce, and Jackson Parish Farm Bureau; and WHEREAS, as a cattle rancher, Jim Fannin proudly maintains his stewardship of the land and a responsibility for its continued conservation and protection; he also holds a special affinity and respect for those individuals who choose an agricultural vocation as their livelihood; and WHEREAS, his return to the private sector has afforded Jim Fannin the opportunity to spend more time with his wife of forty-seven years, Kitty Davis Fannin, their son Matt and daughter Marsha F. Crader, and a host of extended family and friends; to return to his business interests, and perhaps to pursue new hunting opportunities; and WHEREAS, Senator Jim Fannin deserves our sincere commendation for the Page 2 of 3 SR NO. 12 ENROLLED extraordinary strides he has taken to improve the fiscal functions of state government while serving as an exceptional member of the Legislature of Louisiana. THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana does hereby commend the Honorable James R. "Jim" Fannin upon a career of distinguished public service as a member of the Legislature of Louisiana and for his many outstanding contributions to the betterment of the state, does hereby express to him enduring appreciation for his distinguished service to the citizens of House of Representatives District 13 and Senate District 35, does hereby recognize and record for posterity his vital contributions and tireless dedication to the state of Louisiana, and does hereby extend to him best wishes for continued success and happiness in all of his future endeavors.
