SENATE RESOLUTION NO. 36
BY SENATOR WHITE 
COURTS.  Recreates the task force to study the advisability of creating a statewide business
court.
1	A RESOLUTION
2 To recreate and provide with respect to the task force to study and make recommendations
3 with respect to the advisability of creating a statewide business court.
4 WHEREAS, the state of Louisiana has experienced exponential growth in business
5 and industry; and 
6 WHEREAS, the legal issues arising in the daily activities of business and industry
7 are often complex, requiring specialized legal knowledge; and 
8 WHEREAS, the citizens of Louisiana would benefit from the creation of a statewide
9 business court with jurisdiction over matters which arise in business and industry; and 
10 WHEREAS, there are many benefits of creating specialized courts, and particularly
11 a business court; and
12 WHEREAS, Senate Resolution No. 235 of the 2019 Regular Session of the
13 Legislature of Louisiana established a task force to study and make recommendations to the
14 legislature on the advisability of creating a statewide business court to lower costs, enhance
15 efficiency, and promote predictable outcomes; and 
16 WHEREAS, the task force began but was unable to complete the study.
17 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
18 hereby recreates the task force to study and make recommendations on the advisability of

1 creating a statewide business court.
2 BE IT FURTHER RESOLVED that the task force shall consist of the following:
3 (1) The president of the Senate, or the president's designee.
4 (2) The president of the Louisiana State Bar Association.
5 (3) The president of Louisiana Association of Business and Industry, or the
6 president's designee.
7 (4) The president of Council for A Better Louisiana, or the president's designee.
8 (5) The president of Public Affairs Research Council of Louisiana, or the president's
9 designee.
10 (6) The president of Greater New Orleans, Inc., or the president's designee.
11 (7) The chairman of the Senate Judiciary A Committee, or the chair's designee.
12 (8) The chief justice of the Louisiana Supreme Court, or the chief justice's designee.
13 (9) The president of the Louisiana District Judges Association, or the president's
14 designee.
15 (10) The president of the Louisiana Association for Justice, or the president's
16 designee.
17 (11) The executive committee chair of the New Orleans Regional Black Chamber of
18 Commerce, or the chair's designee.
19 (12) The chancellor of Southern University Law Center, or the chancellor's designee.
20 (13) The dean of Loyola University New Orleans College of Law, or the dean's
21 designee.
22 (14) The dean of Tulane Law School, or the dean's designee. 
23 (15) The dean of LSU Law Center, or the dean's designee.
24 (16) The president of Louisiana AFL-CIO, or the president's designee.
25 (17) The president of the Louisiana Clerk of Courts Association, or the president's
26 designee.
27 (18) The executive director of the Louisiana Sheriff's Association, or the director's
28 designee.
29 (19) The president of the Louisiana Urban League, or the president's designee.
30 (20) The president of the Louisiana NAACP, or the president's designee.

1 BE IT FURTHER RESOLVED that the members of the task force shall serve
2 without compensation, except per diem or expense reimbursement to which they may be
3 individually entitled as a member of their respective constituent organization.
4 BE IT FURTHER RESOLVED that the task force may conduct meetings at the times
5 as it may deem necessary or convenient to enable it to exercise fully and effectively its
6 powers, perform its duties, and accomplish the objectives and purposes of this Resolution.
7 BE IT FURTHER RESOLVED that the task force shall make a report of its findings
8 and recommendations, with a suggestion for proposed legislation, if any, to the president of
9 the Senate by February 1, 2021.
10 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
11 Louisiana State Bar Association, Louisiana Association of Business and Industry, Council
12 for A Better Louisiana, Public Affairs Research Council of Louisiana, Greater New Orleans,
13 Inc., Louisiana District Judges Association, Louisiana Supreme Court, Louisiana
14 Association for Justice, New Orleans Regional Black Chamber of Commerce, Southern
15 University Law Center, Loyola University New Orleans College of Law, Tulane Law
16 School, LSU Law Center, Louisiana AFL-CIO, Louisiana Clerk of Courts Association, the
17 Louisiana Sheriff's Association, Louisiana Urban League, and Louisiana NAACP.
