SENATE RESOLUTION NO. 41

A RESOLUTION
To express the sincere condolences of the Senate of the Legislature of Louisiana upon the
death of retired Louisiana State Police Captain, Scotty V. McCloud of Leesville,
Louisiana.
WHEREAS, Scotty V. McCloud was born to Archie and Beulah McCloud in
Leesville, Louisiana, on November 20, 1939, and he died on March 6, 2020, at the age of
eighty; and
WHEREAS, Scotty V. McCloud graduated from Leesville High School in 1957 at
the age of seventeen and he sought employment with the Leesville City Police, starting as
a radio operator; and
WHEREAS, Mr. McCloud advanced through the ranks and became a Leesville City
Police Officer, where he remained in that capacity until 1960; and
WHEREAS, in 1960, Scotty McCloud began his career with the Louisiana State
Police, Troop H, Leesville, Louisiana, as a state trooper, and he attained the ranks of
sergeant, and later, lieutenant; and
WHEREAS, on January 5, 1979, Scotty McCloud was promoted to captain and he
remained a state police captain until his retirement on December 30, 1986 after more than
twenty-six years of dedicated and extraordinary service with the state police; and
WHEREAS, after his retirement from law enforcement, Scotty McCloud was hired
by Temple-Inland Wood Products of Beaumont, Texas, as a purchasing agent from 1986
until 1990, when he ended his active employment years; and
WHEREAS, Scotty McCloud enjoyed the hobbies of fishing and hunting, but his
greatest satisfaction and enjoyment came from sharing time with family and friends; and
WHEREAS, Mr. McCloud was predeceased by his parents, his first wife, Alice, and
their daughter, Kathy McClelland; and

WHEREAS, Scotty McCloud leaves to cherish his memory, his wife of eighteen
years, Lou McCloud, daughter Christi Bolton, two stepsons, and ten adoring grandchildren
whom he adored as well; and
WHEREAS, after a lifetime of service in law enforcement and of love and sharing
with his family and friends, Scotty McCloud left his earthly labors, leaving his family and
friends to celebrate his life and to hold fast to their wonderful memories of him.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby express sincere condolences upon the death of retired Louisiana State Police
Captain, Scotty V. McCloud of Leesville, Louisiana.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Mrs. Lou McCloud of Leesville, Louisiana.
