SENATE RESOLUTION NO. 46

A RESOLUTION
To create and provide for the Coroner Safety Task Force to develop recommendations that
seek to enhance the prevention and mitigation of harm against a coroner and
behavioral health facility personnel during an examination performed in furtherance
of the execution of a coroner's emergency certificate.
WHEREAS, it is essential for proper operation and function of a state behavioral
health system that coroners can evaluate and execute emergency certificates in order to
ensure that individuals are able to access appropriate behavioral health services; and 
WHEREAS, examining and studying new methods and technologies to increase
safety while a coroner, personnel of the coroner's office, or the behavioral health facility is
conducting an examination in furtherance of determining whether to execute a coroner's
emergency certificate should continually be undertaken.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
hereby creates the Coroner Safety Task Force to develop policy recommendations that seek
to enhance the prevention and mitigation of harm against a coroner and behavioral health
facility personnel during any examination performed in furtherance of the execution of
coroner's emergency certificate.
BE IT FURTHER RESOLVED that the task force shall be comprised of the
following members:
(1)  President of the Louisiana Coroner's Association, or the president's designee.
(2)  The President of the Louisiana Hospital Association, or the president's designee.
(3)  The coroner of Jefferson Parish, or the coroner's designee.
(4)  One representative each from Seaside Behavioral Center, Perimeter Behavioral
Hospital of New Orleans, Oceans Behavioral Hospital of Greater New Orleans, and River
Oaks Hospital in Jefferson Parish.
BE IT FURTHER RESOLVED that the task force may provide policy
recommendations to the Senate Committee on Health and Welfare by February 1, 2021.

BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
Louisiana Coroner's Association, the Louisiana Hospital Association, the Jefferson Parish
coroner, and the respective chief executive officers of Seaside Behavioral Center, Perimeter
Behavioral Hospital of New Orleans, Oceans Behavioral Hospital of Greater New Orleans,
and River Oaks Hospital.
