PROPERTY/PUBLIC: Authorizes the exchange of state property in Richland and Morehouse Parishes for property in Ouachita Parish 1 AN ACT 2To authorize and provide for the transfer of certain public property; to authorize the 3 exchange of certain public property in Richland, Morehouse, and Ouachita Parishes; 4 to provide for the property description; to provide for reservation of mineral rights; 5 to provide terms and conditions; to provide an effective date; and to provide for 6 related matters. 7Be it enacted by the Legislature of Louisiana: 8 Section 1. The secretary of the Department of Wildlife and Fisheries and the 9commissioner of administration, notwithstanding any other provision of law to the contrary, 10are hereby authorized and empowered to convey, transfer, assign, lease, or deliver any 11interest, excluding mineral rights, the state may have to all or any portion of the following 12described parcel of property to Wesley W. McConnell and Elise R. McConnell for the 13property described in Section 2 of this Act: 14 The portion of W1/2 T18N R5E SEC 36 lying North of U.S. Hwy 80 and east 15 of Lafourche Canal located in Richland Parish measuring approximately 60 16 acres; and the portion of NE1/4 of T17N R5E SEC 1 lying North of U.S. 17 Hwy 80 located in Richland Parish measuring approximately 39 acres; and 18 the portion of T18N R5E SEC 25, that portion thereof lying East of 19 Lafourche Canal being located in Morehouse and Ouachita Parishes, 20 measuring approximately 53 acres; all totaling approximately 152 acres. 21 Section 2. In exchange for the above described properties in Section 1, the secretary 22of the Department of Wildlife and Fisheries and the commissioner of administration, 23notwithstanding any other provision of law to the contrary, are hereby authorized and 24empowered to accept, in addition to any other consideration, delivery of title to all or any Page 1 of 2 HLS 21RS-666 ORIGINAL HB NO. 366 1portion of the following described parcels of property from Wesley W. McConnell and Elise 2R. McConnell: 3 That certain tract or parcel of ground in T16N R4E SEC 2 located in 4 Ouachita Parish, totaling approximately 219 acres. 5 Section 3. The secretary of the Department of Wildlife and Fisheries and the 6commissioner of administration, and Wesley W. McConnell and Elise R. McConnell are 7hereby authorized to enter into such agreements, covenants, conditions, and stipulations and 8to execute such documents as necessary to properly effectuate any conveyance, transfer, 9assignment, lease, or delivery of title, excluding mineral rights, to the property described in 10Sections 1 and 2 of this Act, and as more specifically described in any such agreements 11entered into and documents executed by and between the secretary of the Department of 12Wildlife and Fisheries and the commissioner of administration, and Wesley W. McConnell 13and Elise R. McConnell, in exchange of consideration proportionate to the appraised value 14of the property. 15 Section 4. This Act shall become effective upon signature by the governor or, if not 16signed by the governor, upon expiration of the time for bills to become law without signature 17by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If 18vetoed by the governor and subsequently approved by the legislature, this Act shall become 19effective on the day following such approval.
