HOUSE BILL NO. 71

PROPERTY/PUBLIC:  Provides relative to the sale or transfer of property between the
secretary of state and the DeSoto Parish Police Jury
1	AN ACT
2To authorize and provide for the sale of certain state property; to authorize the transfer of
3 certain state property in DeSoto Parish; to provide for the property description; to
4 provide for reservation of mineral rights; to provide terms and conditions; to provide
5 an effective date; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  The secretary of state, notwithstanding any other provision of law to the
8contrary, is hereby authorized and empowered to sell, convey, transfer, assign, lease, or
9deliver any interest, excluding mineral rights, the state may have to all or any portion of the
10following described parcel of property to the DeSoto Parish Police Jury:
11	A certain tract or parcel of land commencing at a found 1/2" iron pipe at the
12 Southeast corner of block 67 of the town of Mansfield, as recorded in book 92, page
13 25, conveyance records of DeSoto parish, Louisiana, also being located in section
14 9, township 12 North, range 13 West, DeSoto Parish, Louisiana also being the
15 intersection of the apparent Westerly right of way line of Crosby Street and the
16 apparent northerly right of way line of Louisiana Street, thence north 88°48'47" West
17 a distance of 199.99 feet along the South line of said block 67 and the South line of
18 block 25 town of Mansfield, also being the apparent Northerly right of way line of
19 Louisiana Street to a found 1/2" iron pipe at the Southwest corner of that tract
20 described in book 795, page 16, conveyance records of DeSoto Parish, Louisiana and
21 the point of beginning of the tract herein described:
22	Thence North 89°02'38" West a distance of 256.88 feet;
23	Thence North 03°08'16" East a distance of 39.57 feet;
24	Thence North 06°46'01" East a distance of 91.85 feet;
25	Thence along a curve to the right, having a radius of 93.22', a chord bearing 
26 of N 34°17'42" E and a chord length of 49.89' a distance of 50.51';
27	Thence along a curve to the left, having a radius of 17.73', a chord bearing 
28 of N 23°56'16" East and a chord length of 16.07' a distance of 16.68';
29	Thence North 00°01'13" East a distance of 18.25 feet;
30	Thence South 89°44'08" East a distance of 7.33 feet;

15	Said tract herein described containing 1.691 acre, or 73,656 square feet, 
16 more or less.
17 Section 2.  The secretary of state is hereby authorized to enter into such agreements,
18covenants, conditions, and stipulations and to execute such documents as necessary to
19properly effectuate any sale, conveyance, transfer, assignment, lease or delivery of title,
20excluding mineral rights, to the property described in Section 1 of this Act, and as more
21specifically described in any such agreements entered into and documents executed by and
22between the secretary of state and the DeSoto Parish Police Jury, in exchange of
23consideration proportionate to the appraised value of the property.
24 Section 3.  This Act shall become effective upon signature by the governor or, if not
25signed by the governor, upon expiration of the time for bills to become law without signature
26by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
27vetoed by the governor and subsequently approved by the legislature, this Act shall become
28effective on the day following such approval.
