HLS 21RS-3441 ORIGINAL 2021 Regular Session HOUSE CONCURRENT RESOL UTION NO. 107 BY REPRESENTATIVE GARY CARTER TEACHERS/EVALUATION: Requests that the State Board of Elementary and Secondary Education take all necessary actions to provide that no measure of student growth be used in the evaluation of teachers for the 2020-2021 school year 1 A CONCURRENT RESOL UTION 2To urge and request the State Board of Elementary and Secondary Education to take all 3 necessary actions to provide that no measure of student growth be used in the 4 evaluation of teachers for the 2020-2021 school year. 5 WHEREAS, due to the COVID-19 global health pandemic, the 2020-2021 school 6year has been extremely challenging for students, families, and teachers; and 7 WHEREAS, natural disasters also drastically disrupted the school year in multiple 8parishes, including Hurricanes Marco, Laura, Sally, Beta, and Delta in 2020 and the winter 9storm of February 2021; and 10 WHEREAS, students across the state have been exposed to different levels of in- 11person instruction, online instruction, and instruction in a hybrid format of both in-person 12and online instruction; and 13 WHEREAS, the disruption of education due to COVID-19 and extraordinary weather 14events during the 2020-2021 school year will likely result in an inaccurate measure of 15educational outcomes, and inaccurate measures should not be used as a basis for the 16evaluation of teachers. 17 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 18urge and request the State Board of Elementary and Secondary Education to take all 19necessary actions to provide that no measure of student growth be used in the evaluation of 20teachers for the 2020-2021 school year.
