HLS 21RS-2910 ENGROSSED 2021 Regular Session HOUSE CONCURRENT RESOL UTION NO. 109 BY REPRESENTATIVES TURNER, AMEDEE, CREWS, DEVILLIER, EMERSON, FIRMENT, GADBERRY, GAROFALO, GOUDEAU, HARRIS, HORTON, MACK, MCMAHEN, MIGUEZ, CHARLES OWEN, ROMERO, AND SEABAUGH UNEMPLOYMENT COMP: Memorializes congress to discontinue federal unemployment compensation benefits 1 A CONCURRENT RESOL UTION 2To memorialize the United States Congress to take such actions as are necessary to 3 discontinue the federal unemployment compensation benefits to help incentivize 4 United States workers to return to work and to help rejuvenate the workforce, which 5 continues to be impacted by the COVID-19 pandemic. 6 WHEREAS, the CARES Act was signed into law on March 27, 2020, and it 7expanded a state's ability to provide unemployment compensation benefits for workers 8impacted by the COVID-19 pandemic; and 9 WHEREAS, the American Rescue Plan Act of 2021, which was signed into law on 10March 11, 2021, provides additional payments of three hundred dollars per week, until 11September 6, 2021, to certain individuals who qualify for unemployment benefits; and 12 WHEREAS, the purpose of unemployment benefits is to provide temporary financial 13assistance to a worker unemployed through no fault of his own; and 14 WHEREAS, the COVID-19 pandemic has not only impacted United States residents 15and workers, but it has also left a staggering economic impact on businesses; and 16 WHEREAS, as a result of the COVID-19 pandemic, businesses had to temporarily, 17and in some cases, permanently, shut down and lay off employees; and Page 1 of 2 HLS 21RS-2910 ENGROSSED HCR NO. 109 1 WHEREAS, with several vaccination options now available throughout the country 2and with people utilizing those options, the country is returning to some semblance of 3normalcy and as a result, businesses are also opening to full capacity and are beginning the 4process of recovering from the collateral effects of the ongoing COVID-19 pandemic; and 5 WHEREAS, in order for businesses to recover from the collateral effects of the 6ongoing COVID-19 pandemic, they need workers to return back to work; and 7 WHEREAS, there is some uncertainty with the extension of federal unemployment 8compensation benefits that employees will want to return to work and instead rather 9continue to receive unemployment compensation benefits; and 10 WHEREAS, if United States workers continue to receive federal unemployment 11compensation benefits in addition to state unemployment compensation benefits, they may 12not be incentivized to return to work, and as such the country's workforce and businesses 13will continue to suffer. 14 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 15memorialize the United States Congress to take such actions as are necessary to discontinue 16the federal unemployment compensation benefits to help incentivize United States workers 17to return to work and to help rejuvenate the workforce, which continues to be impacted by 18the COVID-19 pandemic. 19 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 20presiding officers of the Senate and the House of Representatives of the Congress of the 21United States of America and to each member of the Louisiana congressional delegation.
